REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />
FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />
accordance with Condition of Approval No. 13 of NB Power’s WAWA Permit. Water samples<br />
collected during Construction will be compared to <strong>the</strong> background water quality data collected<br />
<strong>for</strong> <strong>the</strong> same period in 2011 (baseline water quality sampling is currently underway and will<br />
continue until freeze over 2011). Results of <strong>the</strong> water quality sampling program will be provided<br />
to DFO once <strong>the</strong> program is completed at <strong>the</strong> end of 2011.<br />
Construction is planned between June 1, 2012, and September 30, 2012, in accordance with<br />
NB Power’s WAWA Permit (Condition No. 7) during <strong>the</strong> low-flow period and outside of key<br />
spawning and migration periods to reduce residual environmental effects on <strong>the</strong> Aquatic<br />
Environment. In <strong>the</strong> event that in-water work is required beyond September 30 as a result of<br />
unplanned events that affect <strong>the</strong> Project schedule, this would be done in consultation with<br />
NBENV and DFO, and would be subject to any applicable permits and authorizations.<br />
If DFO requires compensation <strong>for</strong> <strong>the</strong> temporary alteration or disruption of fish habitat and/or<br />
potential incidental mortality of fish (notwithstanding best ef<strong>for</strong>ts to complete fish rescue during<br />
dewatering of <strong>the</strong> <strong>for</strong>ebay and drawdown of <strong>the</strong> headpond) as a result of <strong>the</strong> Project, details of<br />
<strong>the</strong> compensation will be determined through <strong>the</strong> HADD Authorization application process.<br />
NB Power would suggest that this compensation be provided through fish habitat enhancement<br />
activities in <strong>the</strong> Nepisiguit River, which NB Power is already involved in.<br />
In particular, NB Power has contributed $10,000 in both 2009 and 2010 towards Atlantic salmon<br />
stocking and habitat evaluation and enhancement activities that are carried out in <strong>the</strong> Nepisiguit<br />
River by <strong>the</strong> Nepisiguit Watershed Association. These activities resulted in <strong>the</strong> release of over<br />
42,000 Atlantic salmon fry in 2009, and over 300,000 fry in 2010 (NSA 2010; NSA and<br />
PFN 2010). NB Power’s contributions to <strong>the</strong> NSA’s overall annual operating budget in 2009 and<br />
2010, suggests that NB Power could be credited with contributing approximately 35,000 Atlantic<br />
salmon fry to <strong>the</strong> river. NB Power is prepared to commit to continue funding NSA at a level of<br />
$10,000 per year over <strong>the</strong> next five years. Based upon <strong>the</strong> historical per<strong>for</strong>mance of <strong>the</strong> NSA,<br />
averaging over 200,000 fry stocked per year, it is reasonable to suggest that this continued<br />
funding by NB Power would provide support <strong>for</strong> an additional 100,000 to 175,000 salmon fry<br />
stocked to <strong>the</strong> river over <strong>the</strong> next five years.<br />
NB Power also provides in-kind support to <strong>the</strong> NSA in <strong>the</strong> <strong>for</strong>m of a water supply, electrical<br />
power, and a location <strong>for</strong> <strong>the</strong> operation of an Atlantic salmon egg rearing tank at <strong>the</strong> Nepisiguit<br />
Falls Generating Station. The survival of eggs to <strong>the</strong> fry stage is typically well over 90%, and<br />
this contributes materially to <strong>the</strong> overall success of stocking activities carried out by NSA.<br />
NB Power has <strong>the</strong>re<strong>for</strong>e already demonstrated willingness to enhance <strong>the</strong> productive capacity<br />
of fish habitat in <strong>the</strong> Nepisiguit River, and is prepared to commit to an additional five years of<br />
such support as compensation <strong>for</strong> possible reduction of <strong>the</strong> productive capacity of <strong>the</strong><br />
headpond, as well as any incidental mortality of fish while <strong>the</strong> headpond is dewatered during <strong>the</strong><br />
Construction period.<br />
