REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />
FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />
Project-related Fires. In <strong>the</strong> unlikely event of a large Fire, local emergency response and fire<br />
fighting capability will be called to respond to reduce <strong>the</strong> severity and extent of damage and to<br />
protect <strong>the</strong> safety of workers.<br />
In consideration of planned and existing mitigation, <strong>the</strong> potential adverse environmental effects<br />
on <strong>the</strong> Atmospheric Environment, <strong>the</strong> Terrestrial Environment, and Land Use and Economy, and<br />
Current Use of Land and Resources <strong>for</strong> Traditional Purposes by Aboriginal Persons from an<br />
unplanned Fire are rated not significant.<br />
4.4.3.6 Discovery of a Heritage Resource<br />
Discovery of a Heritage Resource has <strong>the</strong> potential to interact with <strong>the</strong> Heritage Resources<br />
VEC, as indicated by its ranking of 1 in Table 4.6. There is a heightened potential <strong>for</strong> Discovery<br />
of a Heritage Resource during Construction activities due to increased activity at <strong>the</strong> site. There<br />
are no features of <strong>the</strong> future Operation of <strong>the</strong> Project that would increase <strong>the</strong> risk of Discovery of<br />
a Heritage Resource compared to <strong>the</strong> current operation of <strong>the</strong> NFGS. The potential<br />
environmental effects of Discovery of a Heritage Resource during future Decommissioning and<br />
Abandonment activities will be assessed in a future Decommissioning and Abandonment plan.<br />
There is a low probability that a previously undiscovered heritage resource (including artifacts)<br />
may be uncovered as a result of <strong>the</strong> Project. No intrusive ground-disturbing activities are<br />
planned <strong>for</strong> <strong>the</strong> Project, and limited dewatering of <strong>the</strong> <strong>for</strong>ebay will occur. The temporary access<br />
road, plat<strong>for</strong>m and debris removal required will be undertaken under dry conditions (behind <strong>the</strong><br />
Coffer Dam), on <strong>the</strong> <strong>for</strong>ebay floor which has been dewatered in <strong>the</strong> past. Once <strong>the</strong> Project is<br />
complete, <strong>the</strong> <strong>for</strong>ebay will be returned to its natural state prior to re-watering. Though <strong>the</strong> NFGS<br />
itself has been present on site <strong>for</strong> nearly a century and could be considered in itself a heritage<br />
resource, <strong>the</strong> Project is intended to preserve <strong>the</strong> operation of this facility and as such is intended<br />
to protect this built heritage resource.<br />
In <strong>the</strong> unlikely event that Project personnel encounter a known or suspected heritage resource<br />
during any phase of <strong>the</strong> Project, work in <strong>the</strong> immediate area of <strong>the</strong> find (10 m radius) will be<br />
halted, and Archaeological Services of <strong>the</strong> New Brunswick Department of Wellness, Culture and<br />
Sport will be contacted in accordance with <strong>the</strong> Heritage Conservation Act (2010). Work in <strong>the</strong><br />
immediate area of <strong>the</strong> find will be suspended until direction from Archaeological Services is<br />
received. The heritage resources may not be removed by anyone o<strong>the</strong>r than a licensed<br />
archaeologist (Archaeological Services 2009).<br />
With <strong>the</strong>se measures and planned mitigation, and given <strong>the</strong> limited likelihood of discovering a<br />
heritage resource, <strong>the</strong> potential environmental effects of Discovery of Heritage Resource on <strong>the</strong><br />
Heritage Resources VEC are rated not significant.<br />
4.4.3.7 Vehicle Accident<br />
A Vehicle Accident has <strong>the</strong> potential to interact with <strong>the</strong> Road Transportation Network VEC, as<br />
indicated by its ranking of 1 in Table 4.6. The potential <strong>for</strong> fires or hazardous substance spills,<br />
