REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />
FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />
4.4.4 Determination of Significance<br />
The Project is being designed, and will be constructed and operated with full regard <strong>for</strong> health,<br />
safety and environmental protection to minimize its potential environmental effects that could<br />
result during <strong>the</strong> normal course of Construction, Operation, Decommissioning and<br />
Abandonment, as well as those that could result from Accidents, Malfunctions, and Unplanned<br />
Events.<br />
The careful planning of <strong>the</strong> Project and <strong>the</strong> implementation of proven and effective mitigation will<br />
minimize <strong>the</strong> potential <strong>for</strong> Accidents, Malfunctions, and Unplanned events to occur. There are<br />
no potential environmental effects that could occur as a result of Accidents, Malfunctions, or<br />
Unplanned Events that would be expected to cause a significant adverse environmental effect<br />
to any VEC, during any phase of <strong>the</strong> Project. In <strong>the</strong> very unlikely and improbable event that an<br />
Accident, Malfunction, or Unplanned Event of any considerable magnitude were to occur, it<br />
would be of a short duration, low frequency, or limited geographic extent such that significant<br />
adverse environmental effects to any VEC would be very unlikely to occur.<br />
Overall, given <strong>the</strong> nature of <strong>the</strong> Project and credible Accidents, Malfunctions, and Unplanned<br />
Events considered, and in light of <strong>the</strong> proposed mitigation, <strong>the</strong> potential environmental effects of<br />
all Project-related Accidents, Malfunctions, and Unplanned Events on all VECs, including<br />
cumulative environmental effects, during all phases of <strong>the</strong> Project, are rated not significant.<br />
