REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />
FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />
included in this section as <strong>the</strong>y will take place during or after <strong>the</strong> Construction phase of <strong>the</strong><br />
Project, prior to removal of <strong>the</strong> Coffer Dam.<br />
Appendix C provides <strong>the</strong> preliminary design drawings <strong>for</strong> <strong>the</strong> work, including:<br />
1. plan view of <strong>the</strong> Coffer Dam;<br />
2. cross section of <strong>the</strong> Coffer Dam;<br />
3. plan view of <strong>the</strong> access road and work plat<strong>for</strong>m;<br />
4. plan view of <strong>the</strong> spillway concrete repairs;<br />
5. cross section of <strong>the</strong> spillway concrete repairs;<br />
6. plan view of <strong>the</strong> rubber dam;<br />
7. cross section of <strong>the</strong> rubber dam;<br />
8. schematic of <strong>the</strong> Nepisiguit Falls Generating Station; and<br />
9. schematic of <strong>the</strong> replacement coarse trash rack system and intake deck.<br />
2.2.1 Installation of <strong>the</strong> Coffer Dam<br />
A Coffer Dam will be constructed in <strong>the</strong> wet (without dewatering of <strong>the</strong> <strong>for</strong>ebay and headpond)<br />
downstream of <strong>the</strong> two-span bridge. The Coffer Dam will consist of a rock berm, with an<br />
impermeable geomembrane on <strong>the</strong> upstream face as shown in Drawings 1 and 2 (Appendix C).<br />
The Coffer Dam will also provide road access <strong>for</strong> machinery required <strong>for</strong> Construction.<br />
Construction and removal of <strong>the</strong> Coffer Dam will proceed as follows:<br />
• draw down of <strong>the</strong> headpond to approximately 102.1 m (335 ft) (approximately 2 m or 7 ft<br />
below normal operating levels) through <strong>the</strong> turbines, submerged gate or with <strong>the</strong> rubber<br />
dam;<br />
• installation of turbidity curtains upstream and downstream of <strong>the</strong> Coffer Dam location;<br />
• cleaning of <strong>the</strong> bottom of <strong>the</strong> <strong>for</strong>ebay where <strong>the</strong> Coffer Dam will be placed, using a<br />
backhoe;<br />
• placement of clean, durable, non-ore bearing rockfill (0 cm to 91.4 cm (0” to 36”) in size)<br />
into <strong>the</strong> <strong>for</strong>ebay by machinery from <strong>the</strong> north bank;<br />
• placement of a geomembrane and protective geotextile (<strong>the</strong> geomembrane will be<br />
placed between two surfaces of geotextile) on <strong>the</strong> upstream face of <strong>the</strong> Coffer Dam;<br />
