REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />

FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />

2.7 APPROVALS, PERMITS, AND AUTHORIZATIONS<br />

The following list of authorizations and permits is typical <strong>for</strong> a Project of this type, however<br />

additional approvals may be required.<br />

• Harmful Alteration, Disruption, or Destruction (HADD) of fish habitat authorization under<br />

Section 35(2) of <strong>the</strong> Fisheries Act.<br />

• Authorization from <strong>the</strong> Minister of Transport, Infrastructure and Communities pursuant to<br />

Subsection 10(2) of <strong>the</strong> Navigable Waters Protection Act (NWPA).<br />

• WAWA permits pursuant to <strong>the</strong> Watercourse and Wetland Alteration Regulation–Clean<br />

Water Act.<br />

O<strong>the</strong>r permits, approvals, or o<strong>the</strong>r <strong>for</strong>ms of authorizations may be required from federal,<br />

provincial, and local authorities throughout <strong>the</strong> Construction and Operation phases of <strong>the</strong><br />

Project.<br />

2.8 ACCIDENTS, MALFUNCTIONS AND UNPLANNED EVENTS<br />

Accidents, Malfunctions and Unplanned Events will be prevented and mitigated through a<br />

systematic approach to environmental protection.<br />

The key Accidents, Malfunctions and Unplanned Events that could potentially occur during<br />

Construction and/or Operation of <strong>the</strong> Project are described below. Mitigation measures to<br />

prevent <strong>the</strong> occurrence of such events, and response procedures to be implemented in <strong>the</strong><br />

event <strong>the</strong>y do occur, will be developed prior to <strong>the</strong> commencement of each Project phase, as<br />

applicable.<br />

Based on <strong>the</strong> nature of <strong>the</strong> Project, <strong>the</strong> key accidents, malfunctions, or unplanned events that<br />

could <strong>for</strong>eseeably occur as a result of <strong>the</strong> Project (though not likely to occur) include <strong>the</strong><br />

following:<br />

• loss of containment;<br />

• failure of <strong>the</strong> Coffer Dam;<br />

• hazardous material spill;<br />

• erosion and sediment control failure;<br />

• fire;<br />

• discovery of a heritage resource;<br />

• vehicle accident; and<br />
