Executive <strong>Report</strong><br />

Introduction<br />

On behalf of <strong>the</strong> <strong>CSIR</strong> Board, we take<br />

pleasure <strong>in</strong> submitt<strong>in</strong>g to Parliament,<br />

through <strong>the</strong> M<strong>in</strong>ister of Science and<br />

Technology, this report and <strong>the</strong> audited<br />

<strong>Annual</strong> F<strong>in</strong>ancial Statements of <strong>the</strong><br />

<strong>CSIR</strong> Group for <strong>the</strong> fi nancial year<br />

ended 31 March 2011.<br />

In <strong>the</strong> op<strong>in</strong>ion of <strong>the</strong> <strong>CSIR</strong> Board, <strong>the</strong><br />

fi nancial statements fairly refl ect <strong>the</strong><br />

fi nancial position of <strong>the</strong> <strong>CSIR</strong> Group as<br />

at 31 March 2011 and <strong>the</strong> results of<br />

its operations for <strong>the</strong> year <strong>the</strong>n ended.<br />

Statutory basis<br />

As a statutory research council<br />

established by government, <strong>the</strong><br />

<strong>CSIR</strong> is governed by <strong>the</strong> Scientifi c<br />

Research Council Act (No 46 of<br />

1988), as amended by Act 71 of<br />

1990. The organisation is listed as<br />

a Public Bus<strong>in</strong>ess Enterprise <strong>in</strong> terms<br />

of <strong>the</strong> PFMA Act (No 1 of 1999), as<br />

amended by Act 29 of 1999.<br />

The <strong>CSIR</strong> mandate<br />

The <strong>CSIR</strong>’s mandate is as stipulated <strong>in</strong><br />

<strong>the</strong> Scientifi c Research Council Act,<br />

section 3.<br />

Extract from Scientifi c Research Council<br />

Act (No 46 of 1988), as amended by<br />

Act 71 of 1990:<br />

“The objects of <strong>the</strong> <strong>CSIR</strong> are,<br />

through directed and particularly<br />

multidiscipl<strong>in</strong>ary research and<br />

technological <strong>in</strong>novation, to foster,<br />

<strong>in</strong> <strong>the</strong> national <strong>in</strong>terest and <strong>in</strong> fi elds<br />

which <strong>in</strong> its op<strong>in</strong>ion should receive<br />

preference, <strong>in</strong>dustrial and scientifi c<br />

development, ei<strong>the</strong>r by itself or <strong>in</strong><br />

co-operation with pr<strong>in</strong>cipals from <strong>the</strong><br />

private or public sectors, and <strong>the</strong>reby<br />

to contribute to <strong>the</strong> improvement of<br />

<strong>the</strong> quality of life of <strong>the</strong> people of <strong>the</strong><br />

Republic, and to perform any o<strong>the</strong>r<br />

functions that may be assigned to <strong>the</strong><br />

<strong>CSIR</strong> by or under this Act.”<br />

Income sources<br />

The <strong>CSIR</strong> derives <strong>in</strong>come from basel<strong>in</strong>e<br />

and r<strong>in</strong>g-fenced grants from <strong>the</strong><br />

Department of Science and Technology<br />

(DST); Contract R&D <strong>in</strong>come from local<br />

and <strong>in</strong>ternational public and private<br />

sectors; and <strong>in</strong>come from <strong>in</strong>tellectual<br />

property exploits and technology<br />

transfer efforts. Grant fund<strong>in</strong>g is<br />

<strong>in</strong>vested <strong>in</strong> research programmes and<br />

research <strong>in</strong>frastructure as well as R&D<br />

skills development. Processes, policies<br />

and guidel<strong>in</strong>es underp<strong>in</strong> <strong>the</strong> effective<br />

utilisation of grant fund<strong>in</strong>g.<br />
