<strong>CSIR</strong> ANNUAL REPORT 2010/11<br />

Outputs<br />

There are currently three PhD students<br />

and two Master’s students study<strong>in</strong>g <strong>in</strong> <strong>the</strong><br />

mar<strong>in</strong>e and freshwater Earth observation<br />

field, with one postdoctoral student<br />

focus<strong>in</strong>g on bio-optics and <strong>the</strong> Sou<strong>the</strong>rn<br />

Ocean.<br />

The Earth observation science and<br />

<strong>in</strong><strong>format</strong>ion technology field has two PhD<br />

students and one Master’s student work<strong>in</strong>g<br />

on remote sens<strong>in</strong>g research. Two Master’s<br />

students are work<strong>in</strong>g <strong>in</strong> <strong>the</strong> ICT for Earth<br />

observation doma<strong>in</strong>.<br />

The GEONETCast group also offered<br />

a very successful African Operational<br />

Oceanography tra<strong>in</strong><strong>in</strong>g workshop,<br />

attended by 29 delegates from fourteen<br />

<strong>in</strong>stitutes across n<strong>in</strong>e African countries.<br />

They received tra<strong>in</strong><strong>in</strong>g <strong>in</strong> GEONETCast<br />

Receiv<strong>in</strong>g Station Operations; mar<strong>in</strong>e<br />

Earth observation; ocean modell<strong>in</strong>g and<br />

data analysis.<br />

Outcomes<br />

AFIS is a satellite-based fire monitor<strong>in</strong>g<br />

system which monitors <strong>the</strong> whole country<br />

and generates alerts via SMS when <strong>the</strong>re<br />

are large fires that pose a threat. These<br />

SMS alerts are sent to Eskom and fire<br />

protection associations <strong>in</strong> South Africa.<br />

This is done us<strong>in</strong>g data from two sensors,<br />

MSG and MODIS, which are processed<br />

at <strong>the</strong> <strong>CSIR</strong>.<br />

The <strong>CSIR</strong>’s expertise <strong>in</strong> develop<strong>in</strong>g fire<br />

products has seen it take on an important<br />

role <strong>in</strong> <strong>the</strong> South African Development<br />

Community (SADC) economic region<br />

as part of <strong>the</strong> African Monitor<strong>in</strong>g of <strong>the</strong><br />

Environment for Susta<strong>in</strong>able Development<br />

(AMESD) project. An <strong>in</strong>novative<br />

comb<strong>in</strong>ation of ICTs is be<strong>in</strong>g used to<br />

ensure that fire services and products<br />

developed at <strong>the</strong> <strong>CSIR</strong> are replicated <strong>in</strong><br />

<strong>the</strong> SADC.<br />

The AMESD project is unique as<br />

<strong>in</strong><strong>format</strong>ion is dissem<strong>in</strong>ated via a<br />

communications satellite, which makes<br />

it <strong>in</strong>dependent from <strong>the</strong> Internet. The<br />

An active fire detected us<strong>in</strong>g data from <strong>the</strong> MODIS sensor on NASA’s Aqua and<br />

Terra satellites.<br />

GEONetCast dissem<strong>in</strong>ation portal requires<br />

<strong>the</strong> <strong>CSIR</strong> to provide daily products via a<br />

file transfer protocol server to Germany.<br />

These products are <strong>the</strong>n relayed up to <strong>the</strong><br />

communications satellite and downloaded<br />

to receiv<strong>in</strong>g stations.<br />

A total of 20 receiv<strong>in</strong>g stations, one for<br />

each m<strong>in</strong>istry of <strong>the</strong> environment <strong>in</strong> <strong>the</strong><br />

SADC region, are be<strong>in</strong>g rolled out. The<br />

AFIS term<strong>in</strong>al will be used as part of <strong>the</strong><br />

receiv<strong>in</strong>g stations. Through remote access,<br />

software will be cont<strong>in</strong>uously downloaded<br />

to ensure that receiv<strong>in</strong>g stations rema<strong>in</strong><br />

<strong>in</strong> prime work<strong>in</strong>g condition. Fixed mesh<br />

antennas of 2.1 m are <strong>the</strong> second vital<br />

component of <strong>the</strong>se receiv<strong>in</strong>g stations to<br />

be <strong>in</strong>stalled.<br />

Also under <strong>the</strong> banner of GEONETCast,<br />

<strong>CSIR</strong> researchers were <strong>in</strong>volved with<br />

establish<strong>in</strong>g n<strong>in</strong>e GEONETCast receiv<strong>in</strong>g<br />

stations <strong>in</strong> African countries with<br />

established mar<strong>in</strong>e research <strong>in</strong>stitutions.<br />

The countries are Egypt, Senegal, Côte<br />

d’Ivoire, Ben<strong>in</strong>, Ghana, Namibia,<br />

Uganda, Mozambique and Tanzania. Five<br />

of <strong>the</strong>se stations are currently operational<br />

and send<strong>in</strong>g data to African users, who<br />

would o<strong>the</strong>rwise not have had access<br />

to this <strong>in</strong><strong>format</strong>ion because of limited<br />

bandwidth.<br />

In <strong>the</strong> SWEOS project, <strong>CSIR</strong> researchers<br />

developed a low-cost robotic observation<br />

system for mar<strong>in</strong>e and freshwater – this<br />

serves as ‘proof of concept’ that <strong>the</strong> <strong>CSIR</strong><br />

has <strong>the</strong> capability to design and build<br />

low-cost robotic observation systems for<br />

aquatic ecosystems.<br />

For South Africa to have this k<strong>in</strong>d of<br />

technology at hand and at low cost will<br />

have a huge impact on our ability to<br />

monitor water quality issues such as red<br />

tide on <strong>the</strong> west coast or problems with<br />

cyanobacteria and eutrophication <strong>in</strong><br />

<strong>in</strong>land waters.<br />
