contribution to <strong>the</strong> pursuit of scientifi c<br />
and technological solutions to meet our<br />
nation’s challenges is impressive.<br />
In <strong>the</strong> past fi nancial year, <strong>the</strong><br />
Department of Science and Technology<br />
(DST) has focused on four key areas:<br />
• Creat<strong>in</strong>g a strong and responsive<br />
<strong>in</strong>stitutional framework to support<br />
<strong>the</strong> creation of a vibrant national<br />
system of <strong>in</strong>novation;<br />
• Support<strong>in</strong>g fundamental research<br />
and development <strong>in</strong> all discipl<strong>in</strong>es<br />
while also proactively respond<strong>in</strong>g<br />
to new opportunities;<br />
• Develop<strong>in</strong>g our human resources<br />
and us<strong>in</strong>g <strong>the</strong>se skills to contribute<br />
to economic growth and socioeconomic<br />
change;<br />
• Us<strong>in</strong>g our geographic advantage<br />
and <strong>in</strong>ternational partnerships to<br />
build on our local strengths while<br />
maximis<strong>in</strong>g African and global<br />
collaboration.<br />
These areas fi nd fur<strong>the</strong>r expression and<br />
impetus <strong>in</strong> <strong>the</strong> objectives and focus<br />
areas conta<strong>in</strong>ed <strong>in</strong> <strong>the</strong> DST’s ten-year<br />
Innovation Plan (2008-2018). I am<br />
pleased to observe that <strong>the</strong> <strong>CSIR</strong> is<br />
streng<strong>the</strong>n<strong>in</strong>g its partnerships with<br />
universities, public sector entities and<br />
<strong>in</strong>dustry researchers on all <strong>the</strong> grand<br />
challenge areas of <strong>the</strong> Innovation Plan.<br />
Government has prioritised twelve<br />
outcomes that we hope will help to<br />
mobilise all sections of society. Science,<br />
technology and <strong>in</strong>novation have a vital<br />
contribution to make to <strong>the</strong> atta<strong>in</strong>ment<br />
of all of <strong>the</strong>se outcomes.<br />
The <strong>CSIR</strong>’s work has relevance to<br />
high-priority national goals such as<br />
speed<strong>in</strong>g up growth and transform<strong>in</strong>g<br />
<strong>the</strong> economy to create decent work<br />
and susta<strong>in</strong>able livelihoods; build<strong>in</strong>g<br />
economic and social <strong>in</strong>frastructure;<br />
streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> skills and human<br />
resource base; and advanc<strong>in</strong>g<br />
susta<strong>in</strong>able resource management and<br />
use.<br />
I know that <strong>the</strong> <strong>CSIR</strong>’s work supports<br />
many of <strong>the</strong> o<strong>the</strong>r priority outcomes<br />
that guide <strong>the</strong> current government.<br />
This <strong>in</strong>cludes <strong>the</strong> development of<br />
plann<strong>in</strong>g tools for municipalities,<br />
such as <strong>the</strong> Toolkit for Integrated<br />
Plann<strong>in</strong>g, and various <strong>in</strong><strong>format</strong>ion and<br />
communications technology-based<br />
projects that support enhanced service<br />
delivery such as <strong>the</strong> Wireless Mesh<br />
Network<strong>in</strong>g project.<br />
The DST, primarily through <strong>the</strong> <strong>CSIR</strong>,<br />
also has a key role to play <strong>in</strong> <strong>the</strong><br />
2010 Industrial Policy Action Plan<br />
(IPAP). We have <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> current<br />
IPAP a focus on R&D-led <strong>in</strong>dustrial<br />
development.<br />
On an ongo<strong>in</strong>g basis, <strong>the</strong> IPAP will be<br />
improved and refi ned and it is vital that<br />
we streng<strong>the</strong>n opportunities for R&Dled<br />
<strong>in</strong>dustrial development across all<br />
<strong>the</strong> focus areas of <strong>the</strong> <strong>CSIR</strong>, from <strong>the</strong><br />
biosciences to ICTs.<br />
I congratulate <strong>the</strong> <strong>CSIR</strong> on its sterl<strong>in</strong>g<br />
work and am pleased to see it<br />
respond<strong>in</strong>g to my challenge posed<br />
dur<strong>in</strong>g <strong>the</strong> recent <strong>CSIR</strong> Real and<br />
Relevant conference: for it to play<br />
a more strategic and <strong>in</strong>fl uential role<br />
<strong>in</strong> R&D <strong>in</strong> South Africa; and to th<strong>in</strong>k<br />
beyond <strong>in</strong>dividual projects – look<strong>in</strong>g<br />
at how to play a more catalytic role <strong>in</strong><br />
<strong>the</strong> development of <strong>in</strong>dustry sectors that<br />
will constitute a strong and vibrant 21st<br />
century South African economy. These<br />
<strong>in</strong>dustry sectors <strong>in</strong>clude advanced<br />
metals such as titanium; advanced<br />
manufactur<strong>in</strong>g technologies such as<br />
laser; and support to state-owned<br />
enterprises.<br />
I would like to thank <strong>the</strong> <strong>CSIR</strong> Board<br />
and <strong>the</strong> executive team for <strong>the</strong>ir<br />
cont<strong>in</strong>ued support.<br />
