<strong>Cost</strong>-<strong>benefit</strong> <strong>analysis</strong> has been around for several decades as a tool to assist planners and<br />
<strong>policy</strong> makers in making decisions. It has been applied in particular for transport <strong>policy</strong> and,<br />
in recent years, for assessing the sustainability <strong>of</strong> environmental <strong>policy</strong> – e.g. in the<br />
assessment <strong>of</strong> the Clean Air for Europe programme (ref). We apply the method to assess the<br />
viability <strong>of</strong> a scheme to develop a golf course in the fringe <strong>of</strong> a town in Slovenia – Koper – on a<br />
site that currently is dominated by a vineyard and some housing.<br />
The structure <strong>of</strong> the paper is as follows. First, we establish the case study in Koper. Then we<br />
identify potential costs and <strong>benefit</strong>s <strong>of</strong> <strong>policy</strong> measures, and potential techniques to quantify<br />
these in monetary terms. We then present background data, which feeds the results <strong>of</strong> a cost<strong>benefit</strong><br />
<strong>analysis</strong>. Finally, <strong>policy</strong> conclusions are drawn and areas for further research are<br />
identified.<br />
Case study <strong>of</strong> Koper<br />
This case looks at one potential measure to convert part <strong>of</strong> the existing vineyards on the<br />
peninsula <strong>of</strong> Debeli rtič to an 18-hole golf course in Koper. That would change part <strong>of</strong> the<br />
existing <strong>land</strong> from agricultural <strong>use</strong> to a green space. The size <strong>of</strong> the total area to be converted<br />
accounts for 236 hectares, and this includes 150 hectares <strong>of</strong> current vineyard, 66 hectares <strong>of</strong><br />
forestry and 20 hectares <strong>of</strong> private settlement.<br />
