Chapter – II – Special Condition of Contract<br />

All materials to be used on this installation shall be subject to inspection by<br />
RDSO /RITES / <strong>RAILWAY</strong> Representative as per predefined guide lines given<br />
below at site / manufacturer's premises. For this purpose, the contractor shall give<br />
sufficient notice of time ( at least 15 days) to RDSO / Railway Representative<br />
when the material is ready for testing/ inspection. The contractor for carrying out<br />
the tests as may be necessary shall provide all facilities. The Contractor shall<br />
make such tests as may be necessary to demonstrate to the satisfaction of the<br />
Railway that the apparatus and the system as installed are in accordance with the<br />
requirements of the specifications and contract. The Contractor shall provide<br />
such instruments and apparatus as may be necessary for making the tests. Board's<br />
letter no.74/RS(G)/379/2Pt. Dated 4-3-91 and 18-6-91.<br />
• In respect of signaling items other than those mentioned above RDSO will<br />
undertake inspection of only such orders the value of which is more than Rs. one<br />
lakh and inspection in respect of those orders below Rs. one lakh may be got done<br />
by RITES, subject to supplies being from sources approved by RDSO.<br />
• Railway Board vides latter No.98/Sig/SGF/2 dt. 21-09-2005 has stopped the use<br />
of Maintenance free Secondary Cell as per Spec No. IRS: S 93/96 (A) for<br />
Signalling applications.<br />
• (a) Railway Board Letter No.2006/Tele/TC/1 Dated 17-04-2006 & dated 09-01-<br />
2008 wherein it has been specified for inspection of Telecom items that: the<br />
materials which are procured from RDSO approved firms with RDSO<br />
specification and if the cost of the material is over Rs. 1 lakh, the inspection shall<br />
be carried out by RDSO.<br />
(b) All the materials with TEC/BSNL specification ad procured from TEC/BSNL<br />
approved firms (approved for bulk supply and not as interface approval) shall also<br />
be inspected by RDSO provided the cost of the material is more than Rs. 1 lakhs.<br />
(c) All the materials with TEC/BSNL specification and procured from sources not<br />
approved by TEC/BSNL (including firms having only interface approval) shall<br />
also be inspected by RDSO provided the cost of the material is over Rs. 5 lakhs.<br />
However, in such cases RDSO shall carry out prototype approval before taking up<br />

regular inspection.<br />
Sophisticated telecom items as an exception can also be taken up for inspection by<br />
RDSO as per Railway's specification. The approved acceptance test format shall<br />
have to be supplied by Railways duly approved by the concerned CSTE.<br />
(e) RDSO shall not inspect "Test and Measuring” equipments, Electronic exchanges /<br />
intercom, auto telephones and spare parts of all telecom equipments. The same<br />
may be inspected by Railway's representative as nominated by zonal railways.<br />
