• UNITY’S positioning as a case documentation tool, as opposed to a tool that drives <strong>and</strong> guides<br />

the work processes, <strong>of</strong>ten keeps it disconnected from the operational processes.<br />

• Significant data entered into UNITY are not available for searching, reporting, analysis, or<br />

quality oversight.<br />

The IFI study characterized UNITY as a data capture system that does not adequately support the business<br />

process <strong>of</strong> its users. Consequently, users only complete data entry to the minimal extent possible in order to<br />

meet the requirements <strong>of</strong> a particular task. Thus, UNITY provides insufficient business intelligence to allow for<br />

the modeling <strong>of</strong> business trends or to identify critical areas <strong>of</strong> needed improvement.<br />

To begin addressing the evaluation conducted by IFI, the DCFS requested a Technology Investment Request.<br />

The <strong>Division</strong> <strong>of</strong> <strong>Child</strong> <strong>and</strong> <strong>Family</strong> <strong>Services</strong> (DCFS) Technology Investment Request (TIR) mission is to<br />

enhance the Unified Nevada Information Technology for Youth (UNITY) system, an automated case<br />

management solution which supports Nevada’s state <strong>and</strong> local child welfare agencies such that DCFS will<br />

significantly increase the service delivery <strong>and</strong> practice for the safety, permanency <strong>and</strong> well-being <strong>of</strong> Nevada’s<br />

children <strong>and</strong> families.<br />

DCFS seeks to accomplish through the TIR the following:<br />

• Design <strong>and</strong> implement a new presentation layer for UNITY using Web Portals that are better<br />

tailored to suit the needs <strong>of</strong> the specific functional roles performed by UNITY users.<br />

• Implement a Data Warehouse for use by DCFS management <strong>and</strong> other stakeholders to extract<br />

data in statistically relevant ways.<br />

On June 14, 2010 the TIR was presented to the committee <strong>and</strong> was approved. Final approval will be requested<br />

in the 2011 legislative session. If approved, DCFS will be able to make all changes included in the TIR.<br />

I would like to take this opportunity to thank the members <strong>of</strong> the Nevada Citizen Review Panel <strong>and</strong> the<br />

northern <strong>and</strong> southern Citizen Advisory Committees for their volunteer work to improve the child protection<br />

system <strong>and</strong> look forward to their continued review <strong>and</strong> recommendations.<br />
