Specialist by telephone, mail, or electronic mail for continued ongoing information <strong>and</strong> support. ETV provides financial,<br />
housing, counseling, employment, education, <strong>and</strong> other appropriate support <strong>and</strong> services to former foster youth between<br />
18 <strong>and</strong> 21 years <strong>of</strong> age.<br />
ETV funds may be applied for in conjunction with other funding sources, including the State Fund for Former Foster<br />
Youth. The amount <strong>of</strong> a voucher shall be disregarded for the purposes <strong>of</strong> determining the recipient’s eligibility for, or the<br />
amount <strong>of</strong>, any other federal or federally-supported assistance. Current programs created especially for the former foster<br />
youth provide referrals, goods, <strong>and</strong> services for this population. The ETV Program is an added component <strong>of</strong> these<br />
services. The total amount <strong>of</strong> educational assistance to a youth under the ETV Program <strong>and</strong> under other Federal <strong>and</strong><br />
Federally supported programs shall not exceed the total cost <strong>of</strong> attendance or $5000 per year, as defined in section 472<br />
<strong>of</strong> the Higher Education Act <strong>of</strong> 1965. DCFS shall take appropriate steps to prevent duplication <strong>of</strong> benefits under this <strong>and</strong><br />
other federal <strong>and</strong> federally supported programs. ETV Funds can be used for, but not limited to:<br />
• Tuition <strong>and</strong> Fees<br />
• Tutoring <strong>and</strong> Required Tests<br />
• Transportation<br />
• Books <strong>and</strong> Supplies<br />
• Uniforms, Tools <strong>of</strong> the Trade<br />
• Computer, Printer, Supplies<br />
• <strong>Child</strong>care<br />
• Utilities <strong>and</strong> Deposits<br />
• Meal Plan, Glasses, Adaptive S<strong>of</strong>tware, etc.<br />
Vouchers are available for education <strong>and</strong> training, including postsecondary education to youth who have aged out <strong>of</strong><br />
foster care. The youth’s state or county ILP Social Worker/IL Advisor shall inform youth <strong>of</strong> the ETV program <strong>and</strong> how to<br />
apply. The State IL Specialist will inform community service providers <strong>and</strong> other state agencies, which maybe serving<br />
former foster youth <strong>of</strong> the resources available for the youth. In addition, queries by social service agencies, the foster <strong>and</strong><br />
adoption community, high schools, vocational schools, colleges <strong>and</strong> universities concerning the ETV program shall be<br />
supplied with information <strong>and</strong>/or referrals. Youth may also access applications by contacting contracted aftercare service<br />
providers, by on-line applications, or contacting the State IL Specialist.<br />
Outreach in development includes coordination with the admission <strong>and</strong> financial aid staff <strong>of</strong> Nevada’s community colleges<br />
<strong>and</strong> universities <strong>and</strong> vocational/technical schools. All foster youth exiting care are informed <strong>of</strong> resources <strong>and</strong> services<br />
available <strong>and</strong> are encouraged to develop a support network within their community. Foster youth participating in the ETV<br />
program on their 21 st birthday shall remain eligible, until they turn 23 years old, as long as they are enrolled in a<br />
postsecondary education or training program <strong>and</strong> are making satisfactory progress toward completion <strong>of</strong> that program.<br />
In 2007-2008, the ETV program was provided ongoing technical assistance through the University <strong>of</strong> Nevada, Reno to<br />
streamline the program objectives <strong>and</strong> outcomes. In addition to this input, the Scope <strong>of</strong> Work for this program was<br />
exp<strong>and</strong>ed in order to promote coordination between the sub-grantee responsible for administering ETV funding, <strong>and</strong> other<br />
IL services providers. These efforts resulted in comprehensive service coordination for the youths utilizing the ETV<br />
program.<br />
Nevada Matching Funds<br />
Nevada provides additional funding to eligible youth who have aged-out <strong>of</strong> the State foster care system. Funds may be<br />
used in conjunction to ETV funds to provide additional financial supports for the foster youth while a student. A portion <strong>of</strong><br />
the state fund for the Assistance to Former Foster Youth Program (20%) is the match for the ETV program grant.<br />
