Item 18: <strong>Child</strong> <strong>and</strong> family involvement in case planning<br />
Goal: To determine whether the State is making concerted efforts to involve parents <strong>and</strong> children (if developmentally<br />
appropriate) in the case planning process on an ongoing basis.<br />
To comply with this goal, the State must ensure that there are concerted efforts to actively involve the child (if<br />
developmentally appropriate) <strong>and</strong> his or her parents in case planning <strong>and</strong> that these efforts are documented in UNITY in a<br />
minimum <strong>of</strong> 90% <strong>of</strong> cases. Results in Table 27 from the CFSR conducted in 2009 indicate that this is an area needing<br />
improvement for Nevada, as only 44% <strong>of</strong> cases statewide were rated as a strength in this area.<br />

Item 19: Caseworker visits with child<br />
Goal: To determine whether the frequency <strong>and</strong> quality <strong>of</strong> visits between caseworkers <strong>and</strong> the child or children in the case<br />
are sufficient to ensure the safety, permanency <strong>and</strong> well-being <strong>of</strong> the child <strong>and</strong> promote the achievement <strong>of</strong> case goals.<br />
This goal refers to the frequency <strong>and</strong> quality <strong>of</strong> visits between the caseworker <strong>and</strong> child in care. To reach this goal, the<br />
state must ensure that the frequency <strong>and</strong> quality <strong>of</strong> visits between the caseworker <strong>and</strong> child are sufficient to address<br />
issues pertaining to the safety, permanency, <strong>and</strong> well-being <strong>of</strong> the child <strong>and</strong> promote the achievement <strong>of</strong> case goals <strong>and</strong><br />
that these visits are appropriately documented in UNITY. Table 28 below shows that this is an area needing improvement<br />
for Nevada, as only 55% <strong>of</strong> the cases reviewed in the last CFSR met this requirement.<br />

To assist in reaching this goal DCFS is dispersing the caseworker visitation funds to the three child welfare agencies to<br />
fund additional positions to exp<strong>and</strong> caseworker visitation capacity, fund overtime for caseworkers to increase the number<br />
<strong>of</strong> children visited, complete appropriate paperwork in a timely manner <strong>and</strong> to purchase needed equipment to facilitate<br />
caseworker visits <strong>and</strong> documentation. In response to recent federal legislation PL ACYF-CB-07-08, the Information<br />
Management System (IMS) staff developed a monthly report which tracks caseworker visitation as well as in placement<br />
visitation based on the federal requirements. The new Federal guidelines were used to determine the monthly visitation<br />
<strong>and</strong> in-placement visitation compliance rates <strong>and</strong> include the following provisions:<br />
• <strong>Child</strong>ren who have been in custody for a full calendar month during the report period are included in the compliance<br />
calculations “Custody Visit Months” <strong>and</strong> “In-Placement Visit Months” are calculated <strong>and</strong> displayed.<br />
