e better met. This information is reported to the Legislative Committee on <strong>Child</strong>ren <strong>and</strong> Youth regularly. This group<br />

serves as an integral part <strong>of</strong> the service array process <strong>and</strong> facilitates the linkages between child welfare <strong>and</strong> children’s<br />

mental health.<br />

F. Nevada Partnership for Training (NPT): The Nevada Partnership for Training is a partnership, in collaboration with<br />

the <strong>Family</strong> Programs Office, the Rural Region, Clark County Department <strong>of</strong> <strong>Family</strong> <strong>Services</strong>, Washoe County<br />

Department <strong>of</strong> Social <strong>Services</strong>, University <strong>of</strong> Nevada, Las Vegas (UNLV) <strong>and</strong> the University <strong>of</strong> Nevada, Reno (UNR).<br />

Individuals from these entities work collaboratively together to improve the child welfare training delivery system. The<br />

goal <strong>of</strong> the NPT is to assess Nevada’s training delivery needs <strong>and</strong> develop <strong>and</strong> implement a comprehensive training<br />

delivery system.<br />

G. Foster Parent Associations: The Sierra Association <strong>of</strong> Foster Families (SAFF) a non-pr<strong>of</strong>it organization in Washoe<br />

County <strong>and</strong> the Clark County Foster <strong>and</strong> Adoptive Parent Association (CCFAPA) a non-pr<strong>of</strong>it organization in Clark<br />

County are comprised <strong>of</strong> caregivers whose purpose is to ensure licensed foster/adoptive families have the<br />

information, tools <strong>and</strong> support they need to provide safe, quality care to abused, neglected <strong>and</strong> otherwise dependent<br />

children. These organizations also provide support for the 15 rural counties. SAFF primarily serves the counties in<br />

the Northern part <strong>of</strong> the State, <strong>and</strong> CCFAPA primarily services Clark County <strong>and</strong> the community <strong>of</strong> Pahrump in<br />

Southern Nye County.<br />

H. Out-<strong>of</strong>-State Placement Workgroup: Members <strong>of</strong> the Out <strong>of</strong> State Placement Workgroup consist <strong>of</strong> representatives<br />

each with a specialization unique to the diagnosis <strong>and</strong> placement <strong>of</strong> Nevada youth in out <strong>of</strong> state facilities. These<br />

members include staff from <strong>Child</strong>ren’s Mental Health, DCFS FPO, DCFS Rural Region, WCDSS, CCDFS <strong>and</strong><br />

Juvenile Justice as well as support from management, legal <strong>and</strong> fiscal representatives as needed. <strong>Child</strong>ren are<br />

placed in out-<strong>of</strong>-state placements when instate services are not available to meet their needs. The Ensuring that these<br />

out <strong>of</strong> state resources are adequate <strong>and</strong> meet the st<strong>and</strong>ards set by the State requires inspection, review <strong>and</strong>,<br />

sometimes, revision <strong>of</strong> State policy. This workgroup makes itself available to participate in meetings <strong>and</strong> assignments<br />

that meet these objectives <strong>and</strong> tasks. The Out <strong>of</strong> State Placement Workgroup will continue to meet periodically with<br />

the goal <strong>of</strong> developing a schedule <strong>of</strong> inspections <strong>and</strong> an equitable <strong>and</strong> fiscally responsible way to divide the travel<br />

among all participants. The workgroup recognizes that, in most cases, it is preferable to keep children in their home<br />

state <strong>and</strong> to facilitate permanency in a healthy environment. The workgroup remains committed to ensuring that when<br />

out <strong>of</strong> state placement is the only alternative for a Nevada youth that the facility meets all <strong>of</strong> the requirements set forth<br />

by State <strong>and</strong> Federal requirements.<br />

I. Youth Advisory Board (YAB): The YAB assists foster <strong>and</strong> former foster youth to make the transition to adulthood.<br />

The YAB exists to provide exemplary leadership <strong>and</strong> empowerment opportunities for youth who have or will<br />

experience out <strong>of</strong> home care.<br />
