SECTION VI: SYSTEMIC FACTORS<br />

Each <strong>of</strong> the following performance indicators mirrors the 22 items from the Federal Statewide Assessment Instrument.<br />

The overall structure for each performance indicator includes the legal requirements, archival <strong>and</strong> anecdotal data, the<br />

overall goal to be reached <strong>and</strong> specific objectives for that item. In general, goals mirror the lead federal compliance<br />

question for each item. Objectives under each goal are modeled after specific data or program monitoring requested in<br />

the statewide assessment process <strong>and</strong> may include more specific compliance areas to be reached based on state statute,<br />

regulation or policy.<br />

In the 2010-2014 CFSP, each performance indicator was given an overall goal <strong>and</strong> one or more objectives. Each <strong>of</strong> these<br />

objectives are to be assessed through the development <strong>of</strong> data reports from the UNITY system or through qualitative<br />

means such as surveys or qualitative case reviews. This process is under development <strong>and</strong> will not be finalized until the<br />

new Program Improvement Plan is approved. UNITY reports are under development <strong>and</strong> are not planned to be<br />

completed until the spring <strong>of</strong> 2011. Therefore, for the purposes <strong>of</strong> the SFY 2010 APSR report, the data from the CFSR<br />

conducted in August 2009 is being used to show performance on each performance indicator as a whole. Where reports<br />

do currently exist, those reports are also included to address individual objectives. Unless otherwise noted, all objective<br />

reports are under development at this time.<br />

In the 2009 CFSR the systemic factor overall ratings were as follows:<br />

• Systemic Factor A: Statewide Information System<br />

• This factor was not in substantial conformity with a rating <strong>of</strong> 2. The one performance indicator, Item 24<br />

was an Area Needing Improvement.<br />

• Systemic Factor B: Case Review System<br />

• This factor was not in substantial conformity with a rating <strong>of</strong> 2. Item 25, 28 <strong>and</strong> 29 were areas needing<br />

improvement. Items 26 <strong>and</strong> 27 were strengths.<br />

• Systemic Factor C: Quality Assurance System<br />

• This factor was in substantial conformity with a rating <strong>of</strong> 3. Item 30 <strong>and</strong> 31 were listed as strengths.<br />

• Systemic Factor D: Staff <strong>and</strong> Provider Training<br />

• This factor was not in substantial conformity with a rating <strong>of</strong> 2. Item 32 <strong>and</strong> 33 were areas needing<br />

improvement <strong>and</strong> item 34 was listed as a strength.<br />

• Systemic Factor E: Service Array <strong>and</strong> Resource Development<br />

• This factor was not in substantial conformity with a rating <strong>of</strong> 2. Item 35 was a strength <strong>and</strong> items 36 <strong>and</strong><br />

37 were areas needing improvement.<br />

• Systemic Factor F: Agency Responsiveness to the Community<br />

• This factor was in substantial conformity with a rating <strong>of</strong> 3. Items 38 <strong>and</strong> 39 were strengths <strong>and</strong> item 40<br />

was an area needing improvement.<br />

• Systemic Factor G: Foster <strong>and</strong> Adoptive Parent Licensing, Recruitment <strong>and</strong> Retention<br />

• This factor was in substantial conformity with a rating <strong>of</strong> 3. Items 41, 42, 43 <strong>and</strong> 45 were listed as<br />

strengths <strong>and</strong> item 44 was listed as an area needing improvement.<br />

Systemic Factor A: Statewide Information System<br />

Item 24: Statewide information system<br />

Goal: The State will ensure that the State’s SACWIS system (UNITY) has the tracking capacity that will, at minimum,<br />

readily identify the status, demographic characteristics, location <strong>and</strong> goals for the placement <strong>of</strong> entry <strong>of</strong> every child who is<br />

(or within the immediately preceding 12 months, has been) in foster care.<br />
