particular strengths that CCDFS is experiencing this year is that removals with a return home in less than eight days<br />

continue to decline, with a reduction in the incidence rate <strong>of</strong> 13% to 9% in the last year. Some <strong>of</strong> the challenges that<br />

CCDFS reports are that there are a lack <strong>of</strong> voluntary in-home services to families due to lack <strong>of</strong> funding <strong>and</strong> community<br />

resources. In addition, the judicial system <strong>of</strong>ten forces a family through the court system <strong>and</strong> the District Attorney’s <strong>of</strong>ten<br />

disagree with the recommendations <strong>of</strong> the Department.<br />

Program Areas<br />

Reports <strong>and</strong> Investigations<br />

A referral becomes a report upon child welfare agency determination that information received constitutes an allegation<br />

consistent with Nevada child abuse <strong>and</strong> neglect allegation definition. Reports are then forwarded to a supervisor or<br />

supervisory-level designee for review <strong>and</strong> a priority response time is assigned. The following graph depicts the number <strong>of</strong><br />

new reports from July 2009 through April 2010 <strong>and</strong> shows a steady increase in new reports in all months except October,<br />

November <strong>and</strong> December 2009. Figure 04 shows that a total <strong>of</strong> 14,949 new reports that have come in statewide since<br />

June 2009.<br />

When a report is screened in, it is assigned for investigation by a child welfare agency per policy 0506 Intake <strong>and</strong> Priority<br />

Response. The investigation process is outlined in the 0509 Nevada initial Assessment (NIA) Policy <strong>and</strong> includes<br />

interaction with a family for the purpose <strong>of</strong> assessing factors or conditions that are known to contribute to the likelihood <strong>of</strong><br />

child abuse or neglect; to determine the strengths <strong>and</strong>/or protective capacities that can help mitigate risk <strong>and</strong> safety<br />

threats; to reconcile information contained in the Intake reports about alleged child abuse <strong>and</strong> neglect <strong>and</strong> alleged threats<br />
