ATTACHMENT C: Stakeholders <strong>and</strong> Groups<br />

A. <strong>Child</strong> Death Review (CDR): The child death review account was established to support statewide child death review<br />

activities <strong>of</strong> the m<strong>and</strong>ated Administrative Team <strong>and</strong> the Executive Committee to Review the Death <strong>of</strong> <strong>Child</strong>ren. The<br />

activities <strong>of</strong> the committees include the following outcomes:<br />

• Development <strong>of</strong> statewide policies, procedures, strategies, <strong>and</strong> initiatives undertaken by public child welfare;<br />

• Issuance <strong>of</strong> public awareness messages surrounding relevant topic areas;<br />

• Report on the number <strong>of</strong> training held each year;<br />

• Conduct annual evaluations completed <strong>of</strong> combined statewide prevention efforts; <strong>and</strong>, monitor <strong>and</strong> report the<br />

number <strong>of</strong> contacts with statewide boards <strong>and</strong> commissions.<br />

Executive Committee: The Executive Committee to review the death <strong>of</strong> children, formed in 2003 is composed <strong>of</strong><br />

representatives from local multidisciplinary child death review teams whose statutory purpose (NRS 432B.403) is to:<br />

• Review the records <strong>of</strong> selected cases <strong>of</strong> deaths <strong>of</strong> children under 18 years <strong>of</strong> age in this State;<br />

• Review the records <strong>of</strong> selected cases <strong>of</strong> deaths <strong>of</strong> children under 18 years <strong>of</strong> age who are residents <strong>of</strong> Nevada<br />

<strong>and</strong> who die in another state;<br />

• Assess <strong>and</strong> analyze such cases;<br />

• Make recommendations for improvements to laws, policies <strong>and</strong> practice;<br />

• Support the safety <strong>of</strong> children; <strong>and</strong><br />

• Prevent future deaths <strong>of</strong> children.<br />

Local teams members must include (a) a representative <strong>of</strong> any law enforcement agency that is involved with the case<br />

under review; (b) medical personnel; (c) a representative <strong>of</strong> the district attorney’s <strong>of</strong>fice in the county where the case<br />

is under review; (d) a representative <strong>of</strong> any school that is involved with the case under review; (e) a representative <strong>of</strong><br />

any agency which provides child welfare services that is involved with the case under review; <strong>and</strong> (f) a representative<br />

<strong>of</strong> the coroner’s <strong>of</strong>fice; or other representatives <strong>of</strong> other organizations concerned with the death <strong>of</strong> the child as the<br />

agency which provides child welfare services deems appropriate for the review per NRS 432B.406. Local teams<br />

review child deaths <strong>and</strong> make recommendations regarding various agency laws, regulations, policies <strong>and</strong> practice,<br />

training <strong>and</strong> public education to the Administrative Team.<br />

The Executive Committee makes decisions about funding initiatives to prevent child maltreatment <strong>and</strong> death, which<br />

may be based on recommendations from the Administrative Team. Additionally, the Executive Committee adopts<br />

statewide protocols for the review <strong>of</strong> the death <strong>of</strong> children; designates the members <strong>of</strong> the Administrative Team;<br />

oversees training <strong>and</strong> development for the regional CDR teams; <strong>and</strong> compiles <strong>and</strong> distributes a statewide annual<br />

report. Funding for the work <strong>of</strong> the Committee was also established as a result <strong>of</strong> AB 381, <strong>and</strong> is derived from a $1 fee<br />

collected from death certificates issued by the State. The funds are intended to be used for prevention efforts <strong>and</strong><br />

training <strong>of</strong> the local CDR teams.<br />

The Administrative Team: The Administrative Team is comprised <strong>of</strong> Administrators <strong>of</strong> agencies which provide child<br />

welfare services, <strong>and</strong> agencies responsible for vital statistics, public health, mental health <strong>and</strong> public safety per NRS<br />

432B.408. The purpose <strong>of</strong> the Administrative Team is to provide oversight for local teams <strong>and</strong> to receive the reports<br />

<strong>and</strong> recommendations from local multidisciplinary teams for review <strong>and</strong> make appropriate responses back within 90<br />

days after receiving the report. These recommendations are made by Administrators who are able to affect agency<br />

policy or may make other recommendations to other entities regarding policy, laws, regulation or practice, <strong>and</strong> public<br />

education. The Administrative Team members may be able to resolve issues that local child death review teams have<br />

identified. The Administrative Team works with the Executive Committee in developing the annual budget, public<br />

education campaigns <strong>and</strong> public policy. Both teams work together to prevent child fatalities. The Administrative team<br />

reviews reports <strong>and</strong> recommendations from the regional CDR teams <strong>and</strong> makes decisions regarding the<br />

recommendations for improvements to laws, policies, <strong>and</strong> practices <strong>and</strong> also makes recommendations about funding<br />

for improvements, initiatives, <strong>and</strong> public education requiring expenditures.<br />
