Table 15 below shows the number children in care between July 1, 2008 <strong>and</strong> April 30, 2010 (22 months) who had a TPR<br />

petition filed between 14 <strong>and</strong> 22 months as required by State policy; the number <strong>of</strong> children placed out <strong>of</strong> home who have<br />

not had a TPR filed in 14 months from removal <strong>and</strong> in 21 months from removal. Currently, 9.7% <strong>of</strong> children in care have<br />

not had a TPR filed as required are not meeting policy requirements <strong>of</strong> 22 months. This report does not determine<br />

whether or not there were compelling reasons not to file in those cases. This may be due to a variety <strong>of</strong> factors.<br />

However, one <strong>of</strong> the main reasons stated in the 2009 CFSR stakeholder interviews were that delays were due to<br />

increasing waits for treatment programs for parents with substance abuse problems, thus extending the requested time for<br />

reunification.<br />

Item 8: Reunification, guardianship, or permanent placement with relatives<br />

Goal: To determine whether concerted efforts are being made to achieve reunification, guardianship, or permanent<br />

placement with relatives in a timely manner.<br />

To meet this goal, the State must ensure that concerted efforts are made to achieve the permanency goal <strong>of</strong> reunification,<br />

guardianship, or permanent placement with relatives in a timely manner <strong>and</strong> that efforts are appropriately documented in<br />

UNITY in a minimum <strong>of</strong> 90% <strong>of</strong> applicable cases. Table 16, based on CFSR 2009 results, shows that Washoe County is<br />

the only child welfare agency meeting this goal. Based on this data, statewide, this is still an area need improving for<br />

Nevada.<br />

In addition, the most recent CFSR Data Pr<strong>of</strong>ile provided by ACF dated April 20, 2010 provides current data for<br />

Permanency Composite 1: Timeliness <strong>and</strong> Permanency <strong>of</strong> Reunification. The data pr<strong>of</strong>ile indicates that in order to be in<br />

compliance with this measure, that a state must meet the st<strong>and</strong>ard <strong>of</strong> 122.6 or higher. Nevada scored 135.2 on this<br />

composite <strong>and</strong> ranks 6 th out <strong>of</strong> 47 states. This is a very different score than reported in the 2009 Nevada CFSR, which<br />

indicates that as a State; only 71% <strong>of</strong> cases reviewed were meeting this goal. Based on the data pr<strong>of</strong>ile, the median<br />

number <strong>of</strong> months a child is in care is 5.6 months or less. The national st<strong>and</strong>ard is 6.5 months or lower. Therefore, this is<br />

an area <strong>of</strong> strength for Nevada as evidenced by the increasing placements with relatives <strong>and</strong> increased reunification.<br />
