elease, from housing to education, training <strong>and</strong> employment. A key element <strong>of</strong> the<br />

new IRS programme is the notion <strong>of</strong> effective interagency working <strong>and</strong> an emphasis<br />

on local delivery. In Wales, six resettlement support panels (RSPs) have been<br />

established across the nine local authorities with the highest rates <strong>of</strong> custody. There<br />

are currently 107 IRS schemes running in Engl<strong>and</strong> <strong>and</strong> Wales. Young people will be<br />

allocated an individual IRS worker who should visit them in custody, have a meeting<br />

with the <strong>young</strong> person on their day <strong>of</strong> release <strong>and</strong> provide support in the community<br />

which can continue <strong>for</strong> up to six months after the end <strong>of</strong> the <strong>young</strong> person’s<br />

supervision period if needed.<br />

In support <strong>of</strong> the Mayor’s Time <strong>for</strong> Action youth crime strategy, the YJB, London<br />

YOTs, London Criminal <strong>Justice</strong> Board, London Development Agencies, the Mayor <strong>of</strong><br />

London <strong>and</strong> other partners have worked together to deliver intensive multi-agency<br />

resettlement support to <strong>young</strong> men in London. When the project was launched in<br />

November 2009 it was limited to six boroughs but has since exp<strong>and</strong>ed to cover all<br />

London boroughs. One element <strong>of</strong> the project was the commissioning <strong>of</strong> the Heron<br />

unit at HMYOI Feltham, a 30-bed dedicated unit which provides enhanced<br />

resettlement services. This pilot project is scheduled to run <strong>for</strong> two <strong>and</strong> a half years<br />

from September 2009. Those allocated to the unit are <strong>young</strong> men aged 15–17 from<br />

London who have been recommended by their YOT worker <strong>and</strong> who are considered<br />

motivated <strong>and</strong> willing to engage fully in planning <strong>and</strong> preparing <strong>for</strong> their resettlement.<br />

The unit has a higher staff to <strong>young</strong> person ratio than other wings at Feltham <strong>and</strong> has<br />

staff dedicated to working just on that unit. In addition to the resettlement support all<br />

<strong>young</strong> people should receive, those on the Heron unit each have a resettlement<br />

broker who will actively engage with key agencies in the <strong>young</strong> person’s local<br />

community to plan <strong>and</strong> prepare <strong>for</strong> their release. Importantly the <strong>young</strong> person<br />

continues to be supported by their resettlement broker in the community after release<br />

<strong>and</strong>, in some cases, also has ongoing contact with their personal <strong>of</strong>ficer from the<br />

Heron unit.<br />

2.14 The Heron unit was visited as part <strong>of</strong> the fieldwork <strong>of</strong> this report <strong>and</strong> we were able to look at<br />

the involvement <strong>of</strong> IRS workers while <strong>young</strong> people were in custody, although their key support<br />

would continue within the community. The YOIs involved in the regional resettlement consortia<br />

were not included within the fieldwork.<br />
