Casework in<strong>for</strong>mation<br />

The case supervisor, the member <strong>of</strong> staff with oversight <strong>of</strong> the <strong>young</strong> person’s training plan, was<br />

interviewed <strong>and</strong>/or the <strong>young</strong> person’s case file analysed <strong>for</strong> each <strong>of</strong> the 61 <strong>young</strong> people in our sample<br />

(see Appendix VI). Where a case supervisor was responsible <strong>for</strong> more than one <strong>young</strong> person in our<br />

sample they were interviewed separately about each individual. In total, 32 case supervisors were<br />

interviewed about 54 <strong>young</strong> people in our sample. For seven <strong>of</strong> our sample we were only able to look at<br />

their case files. Interviews <strong>and</strong> case file analysis covered how the <strong>young</strong> person’s resettlement needs<br />

had been identified; what work had taken place in custody to help address them; <strong>and</strong> the plans <strong>for</strong><br />

release, including links with relevant external agencies.<br />

Case supervisors were also asked to complete <strong>and</strong> return two questionnaires about the <strong>young</strong> men in<br />

our sample: one on the <strong>young</strong> person’s day <strong>of</strong> release <strong>and</strong> one a month later. The <strong>for</strong>mer asked about<br />

the accommodation <strong>and</strong> ETE arranged <strong>for</strong> the <strong>young</strong> person on their day <strong>of</strong> release <strong>and</strong> the latter<br />

looked at what accommodation <strong>and</strong> ETE the <strong>young</strong> person was in a month after release. Forty-one<br />

questionnaires were completed <strong>and</strong> returned on the <strong>young</strong> person’s day <strong>of</strong> release, a response rate <strong>of</strong><br />

67%; <strong>and</strong> 37 questionnaires were completed <strong>and</strong> returned a month after the <strong>young</strong> person’s release, a<br />

response rate <strong>of</strong> 61%.<br />

Interviews with heads <strong>of</strong> resettlement (<strong>and</strong> other relevant staff)<br />

These looked at the strategic management <strong>and</strong> <strong>provision</strong> <strong>for</strong> the accommodation <strong>and</strong> ETE pathways, as<br />

well as the use <strong>of</strong> release on temporary licence (ROTL) <strong>and</strong> links with youth <strong>of</strong>fending services <strong>and</strong><br />

other external agencies (see Appendix VII).<br />

Interviews with heads <strong>of</strong> learning <strong>and</strong> skills (<strong>and</strong> other relevant staff)<br />

These asked how <strong>young</strong> people’s educational needs were assessed <strong>and</strong> met during custody <strong>and</strong> on<br />

release (see Appendix VIII).<br />

Children <strong>and</strong> <strong>young</strong> people survey data<br />

As part <strong>of</strong> a service level agreement with the Youth <strong>Justice</strong> Board, researchers from HM Inspectorate <strong>of</strong><br />

Prisons survey a representative sample <strong>of</strong> <strong>young</strong> people at each <strong>young</strong> people’s establishment on an<br />

annual basis. These surveys also <strong>for</strong>m part <strong>of</strong> the evidence base <strong>for</strong> individual establishment<br />

inspections when this coincides with the inspection timetable. Findings from 770 sentenced <strong>young</strong> men<br />

surveyed at nine establishments between May 2010 <strong>and</strong> February 2011 were used <strong>for</strong> this report (see<br />

Appendix IV). This included 13 separate surveys as specialist units within establishments were sampled<br />

separately. The dates that these surveys were carried out are outlined in the table below. Details on<br />

each establishment are contained in Appendix II.<br />
