applicable, would have responsibilities to ensure that release plans were in place. Although case<br />

supervisors said that resettlement was considered from the start, targets rarely related to plans <strong>for</strong><br />

release <strong>and</strong> sometimes resettlement plans were delayed until nearer to the <strong>young</strong> person’s release<br />

date.<br />

Release plans were not always finalised in time <strong>for</strong> the pre-release meeting <strong>and</strong> these meetings were<br />

<strong>of</strong>ten not held until within 10 days <strong>of</strong> release. At some establishments staff attended the prioritised postrelease<br />

meetings in the community but at others staff did not attend any.<br />

Contact prior to the first review meeting<br />

4.9 Case supervisors should meet with <strong>young</strong> people prior to their initial review meeting in order to<br />

explain the process to them, to prepare them <strong>for</strong> the meeting <strong>and</strong> to begin work on their<br />

training plan <strong>and</strong> resettlement needs. However, contact between case supervisors <strong>and</strong> <strong>young</strong><br />

people be<strong>for</strong>e initial training planning meetings varied. In some establishments, it was<br />

happening with most, if not all, <strong>young</strong> people <strong>and</strong> at one establishment within 24 hours <strong>of</strong> their<br />

arrival. Examples <strong>of</strong> case supervisors’ comments included:<br />

‘I introduce myself the day after the <strong>young</strong> person’s arrival to explain my role <strong>and</strong><br />

responsibilities. Then I get their views on housing, education <strong>and</strong> work <strong>and</strong> try to<br />

underst<strong>and</strong> any current vulnerability they may have.’<br />

‘I see <strong>young</strong> people within the first few days <strong>of</strong> their arrival to discuss their views. I<br />

always discuss accommodation at the very outset: two key areas are accommodation<br />

<strong>and</strong> ETE.’<br />

4.10 In some cases, case supervisors reported that they could not remember if they had seen the<br />

<strong>young</strong> person prior to the initial training planning meeting, implying that it was not st<strong>and</strong>ard<br />

practice to do so. Where <strong>young</strong> people were spoken to prior to the first meeting this was <strong>of</strong>ten<br />

also used to ensure in<strong>for</strong>mation provided in the ASSET was up to date. One case supervisor<br />

said:<br />

‘I get in<strong>for</strong>mation from ASSET on arrival <strong>and</strong> once I’ve spoken to the <strong>young</strong> person I<br />

will update the YOT with any updates. If there are any issues these are discussed at<br />

the initial meeting so that all are aware.’<br />

4.11 Contact with YOT case managers prior to the initial training planning meeting also varied. For<br />

about half the <strong>young</strong> people in our sample, case supervisors said they had made contact with<br />

the YOT prior to the initial meeting to discuss the <strong>young</strong> person’s needs, yet others had merely<br />

spoken to them to arrange the meeting. This varied by case supervisor, rather than<br />

establishment. Where case supervisors said they contacted YOTs prior to the initial meeting, it<br />

was because they wanted to ensure they had all the in<strong>for</strong>mation about a <strong>young</strong> person.<br />

Targets <strong>and</strong> release planning<br />

4.12 In our survey, 57% <strong>of</strong> sentenced <strong>young</strong> men said that they had a training plan. Our training<br />

planning thematic 34 reported a similar proportion, but highlighted that this low figure was not<br />
