The <strong>young</strong> people’s estate<br />

Male establishments<br />

Anson unit – specialist unit<br />

Located within HMYOI Wetherby (see below), the Anson unit holds a population <strong>of</strong> long-term<br />

determinate <strong>and</strong> life-sentenced <strong>young</strong> people. The specialist unit manages these <strong>young</strong> people<br />

towards release or transition to other establishments to serve their sentence.<br />

Ashfield – dedicated site<br />

Ashfield, in Bristol, opened in November 1999 <strong>and</strong> changed from a split site to a dedicated site in 2004.<br />

It is privately run by Serco Ltd. It holds both sentenced <strong>and</strong> unsentenced <strong>young</strong> men.<br />

Carl<strong>for</strong>d unit – specialist unit<br />

The Carl<strong>for</strong>d unit is a specialist unit attached to HMYOI Warren Hill (see below) <strong>and</strong> holds long-term<br />

sentenced <strong>young</strong> people.<br />

Cookham Wood – dedicated site<br />

Cookham Wood, in Rochester, Kent, was built in the 1970s <strong>and</strong> was re-roled from a women’s<br />

establishment to accommodate <strong>young</strong> men in July 2007.<br />

Feltham – split site<br />

Feltham, in Middlesex, serves mainly the London area. It opened in 1983 <strong>and</strong> began holding <strong>young</strong><br />

people from 1988. It holds sentenced, but mainly unsentenced, <strong>young</strong> people <strong>and</strong> <strong>young</strong> adults <strong>and</strong> has<br />

the largest population <strong>of</strong> unsentenced <strong>young</strong> men.<br />

Heron unit – specialist unit<br />

The Heron unit is a 30-bed enhanced resettlement unit within HMYOI Feltham which opened in<br />

November 2009. Young people allocated to the unit are those from London who have been<br />

recommended by their YOT worker <strong>and</strong> who are considered motivated <strong>and</strong> willing to engage fully in<br />

planning <strong>and</strong> preparing <strong>for</strong> their resettlement. In addition to the resettlement support all <strong>young</strong> people<br />

should receive, those on the Heron unit each have a resettlement broker who will actively engage with<br />

key agencies in the <strong>young</strong> person’s local community to plan <strong>and</strong> prepare <strong>for</strong> their release. The<br />

resettlement broker will also support them in the community on release.<br />

Hindley – dedicated site<br />

Hindley, near Wigan, opened in 1961. Previously a split site, it became a dedicated site <strong>for</strong> unsentenced<br />

<strong>and</strong> sentenced <strong>children</strong> <strong>and</strong> <strong>young</strong> people in April 2009 <strong>and</strong> is now the largest establishment in the<br />

country holding 15–18-year-olds. Hindley has a complex needs unit <strong>for</strong> <strong>young</strong> people requiring more<br />

intensive interventions.<br />

Keppel unit – specialist unit<br />

The Keppel unit at HMYOI Wetherby opened in 2008 <strong>and</strong> is a national resource <strong>for</strong> very vulnerable<br />

<strong>young</strong> people <strong>and</strong> those who find it difficult to engage in the regime in larger establishments.<br />
