supervisor was responsible <strong>for</strong> more than one <strong>young</strong> man in our sample they were<br />
interviewed separately about each individual. In total, 32 case supervisors were<br />
interviewed about 54 <strong>young</strong> people in our sample. For seven <strong>of</strong> our sample only their<br />
case files were analysed 29 . Interviews/case file analysis covered how the <strong>young</strong><br />
person’s resettlement needs had been identified; what work had taken place in<br />
custody to help address them; <strong>and</strong> the plans <strong>for</strong> release, including links with relevant<br />
external agencies.<br />

Follow-up in<strong>for</strong>mation from case supervisors<br />
Case supervisors were also asked to complete <strong>and</strong> return two questionnaires about<br />
the <strong>young</strong> men in our sample: one on the <strong>young</strong> person’s day <strong>of</strong> release <strong>and</strong> one a<br />
month later (see Appendix VI). The <strong>for</strong>mer asked about the accommodation <strong>and</strong> ETE<br />
arranged <strong>for</strong> the <strong>young</strong> person on their day <strong>of</strong> release <strong>and</strong> the latter looked at the<br />
accommodation <strong>and</strong> ETE the <strong>young</strong> person was in a month after release. Forty-one<br />
questionnaires were completed <strong>and</strong> returned on the <strong>young</strong> person’s day <strong>of</strong> release, a<br />
response rate <strong>of</strong> 67%; <strong>and</strong> 37 questionnaires were completed <strong>and</strong> returned a month<br />
after the <strong>young</strong> person’s release, a response rate <strong>of</strong> 61%.<br />
Interviews with the head <strong>of</strong> resettlement (<strong>and</strong> other relevant staff)<br />
These looked at the strategic management <strong>and</strong> <strong>provision</strong> <strong>for</strong> the accommodation <strong>and</strong><br />
ETE resettlement pathways, as well as the use <strong>of</strong> ROTL <strong>and</strong> links with youth<br />
<strong>of</strong>fending services <strong>and</strong> other external agencies (see Appendix VII).<br />
Interviews with the head <strong>of</strong> learning <strong>and</strong> skills (<strong>and</strong> other relevant staff)<br />
These asked how <strong>young</strong> people’s educational needs were assessed <strong>and</strong> met during<br />
custody <strong>and</strong> on release (see Appendix VIII).<br />
Surveys <strong>of</strong> <strong>young</strong> people<br />
3.3 As part <strong>of</strong> a service level agreement with the YJB, researchers from HMIP survey a<br />
representative sample <strong>of</strong> <strong>young</strong> people at each <strong>young</strong> person’s establishment on an annual<br />
basis 30 .<br />
3.4 Survey responses collected from 770 sentenced <strong>young</strong> men at all nine 31 male YOIs between<br />
May 2010 <strong>and</strong> February 2011 32 were analysed. In<strong>for</strong>mation about the roles <strong>and</strong> functions <strong>of</strong><br />
these establishments is detailed in Appendix II.<br />
