Individual learning plan (ILP)<br />
Each <strong>young</strong> person should have an ILP set by the education department that sets out their<br />
individual education needs <strong>and</strong> how these will be met.<br />
Integrated resettlement support (IRS)<br />
IRS is a programme run by YOTs. Young people will be allocated an IRS worker who will<br />
provide support with their resettlement needs, meeting them while they are in custody <strong>and</strong><br />
supporting them on release in the community.<br />
Looked after child<br />
Looked after <strong>children</strong> are those in the care <strong>of</strong> the local authority who will have an allocated<br />
social worker. For the purpose <strong>of</strong> this report, this includes <strong>young</strong> people subject to a care<br />
order, accommodated by voluntary agreement immediately prior to entering custody, or those<br />
entitled to leaving care support (‘eligible’ or ‘relevant’ <strong>children</strong>). See Appendix III <strong>for</strong> a detailed<br />
definition.<br />
Personal <strong>of</strong>ficers<br />
Each <strong>young</strong> person should have a personal <strong>of</strong>ficer, who is based on their residential unit <strong>and</strong><br />
should assist the <strong>young</strong> person with any day to day problems or concerns. The personal <strong>of</strong>ficer<br />
should work closely with the <strong>young</strong> person’s caseworker.<br />
P-Nomis<br />
This is the prison service IT system holding personal details <strong>of</strong> all prisoners.<br />
Recall<br />
Young people released with licence conditions can be recalled to custody if they breach their<br />
conditions.<br />
<strong>Resettlement</strong> broker<br />
Each <strong>young</strong> person at the Heron unit at Feltham has an allocated resettlement broker. They<br />
work with the <strong>young</strong> person while in custody to help arrange plans <strong>for</strong> their release <strong>and</strong> provide<br />
intensive support <strong>for</strong> at least six months on their release.<br />
Release on temporary licence (ROTL)<br />
ROTL is the system allowing a <strong>young</strong> person to leave the prison temporarily, either <strong>for</strong><br />
compassionate reasons or to help improve their chances <strong>of</strong> resettlement.<br />
Training plan<br />
All <strong>young</strong> people in custody should have a training plan outlining the activities they will engage<br />
in as they serve their sentence <strong>and</strong> plans <strong>for</strong> their release. The activities should be based on<br />
targets <strong>and</strong> objectives drawn from each <strong>young</strong> person’s needs <strong>and</strong> aspirations. The targets<br />
should be discussed, <strong>and</strong> progress reviewed, at regular meetings.<br />
Young <strong>of</strong>fender institution (YOI)<br />
YOIs hold <strong>young</strong> people aged 15 to 21 years. This report solely refers to YOI places<br />
commissioned by the Youth <strong>Justice</strong> Board which hold <strong>young</strong> people under the age <strong>of</strong> 18. In<br />
some instances <strong>young</strong> people aged 18 who are close to their release are kept within the <strong>young</strong><br />
people’s estate until release.<br />
