• CLC teachers are the only government representatives working in local communities;<br />

most of them have bachelors degrees and are from hilltribe communities.<br />

Education quality:<br />

• Curriculum is flexible, integrated, and can be implemented for both children and adult<br />

learners.<br />

• Local wisdom and culture can be preserved through the process of learning.<br />

Education management:<br />

• Hilltribe communities participate in the process of learning.<br />

• Members of hilltribe communities have networks and coordination.<br />

• The hilltribe CLC is a model resource/learning centre.<br />

Vision: By 2008, the hilltribe population will have suitable, quality and diversified NFE and informal<br />

education that will lead to a learning society.<br />

Target:<br />

• To offer learning opportunities through non-formal and informal education which is<br />

relevant to the hilltribes’ culture and ways of living.<br />

• To promote quality NFE and informal education for the hilltribes.<br />

• To increase the effectiveness of NFE and the informal education management system.<br />

• Hilltribe populations have continuous learning opportunities.<br />

• Hilltribe communities become a learning society.<br />

Strategies:<br />

1. Assuring lifelong learning opportunities:<br />

• Promote management of the self-learning process by the hilltribes<br />

• Extend coverage of NFE and informal education to all hilltribe communities<br />

2. Developing quality and standard of NFE and informal education for hilltribes:<br />

• Promote and support research on NFE and informal education for hilltribes<br />

• Develop standards of NFE and informal education for hilltribes<br />

• Develop curricula, materials, learning processes, models and measurement/<br />

evaluation measures which are suitable for hilltribe communities<br />
