COUNTRY REPORTS<br />
Synthesis of Reports<br />
<strong>Part</strong>icipants at the regional workshop prepared country reports describing the process of implementing<br />
the minority language programme, and the ways in which the implementation of the programme<br />
has impacted the community for which it was planned.<br />
The reports cover the following topics:<br />
Themes<br />
1. Brief background information on socio-economic situation in the country<br />
2. EFA plan focusing on NFE and literacy in the country<br />
3. Policy on mother tongue/bilingual education in the country<br />
4. Project on mother tongue/bilingual literacy programmes for minority communities:<br />
• List of names and roles of organizations that are involved in the project<br />
• Background information on the project site including minority groups<br />
• Needs assessment/community mobilization<br />
• Identification of learning needs<br />
• Development of writing systems (orthography development)<br />
• Process of developing teaching-learning materials and contents of the materials<br />
5. Outcomes of the project – How the project helps to improve literacy programmes for<br />
minorities, e.g. relevance to community’s needs and quality of life improvement. Could<br />
the project bring about any positive or negative change in terms of motivation of learning<br />
Empowerment Capacity-building<br />
6. Project challenges and possible solutions<br />
7. Future plans for<br />

There are a number of common themes that appear throughout literacy programme country reports,<br />
which identify certain considerations and activities that are crucial for the successful development<br />
