Individual nature of building<br />
The number of people building <strong>aircraft</strong> has experienced a significant increase in<br />
numbers since the 1950s. A corresponding jump in the membership of amateur<strong>built</strong><br />
associations has also been observed. In Australia, this growth in ABE <strong>aircraft</strong><br />
building <strong>and</strong> association membership is evident particularly from about 1980.<br />
The individual nature of building ABE <strong>aircraft</strong> is a common theme; in talking about<br />
membership of the ULAAA, Walmsley (1975) says ‘our activity attracts more<br />
individualists than most.’ When the ULAAA was considering a name change, the<br />
role of the individual came up on many occasions.<br />
Administration <strong>and</strong> supervision<br />
As ABE <strong>aircraft</strong> have grown in popularity, a significant shift in responsibility for<br />
administration from government to association has been observed.<br />
From a government perspective, this has been accompanied by at least two major<br />
shifts in aviation regulation. The first has been a concerted whole of government<br />
