excoriated NORAD for ly<strong>in</strong>g to Congress, <strong>and</strong> to the American people dur<strong>in</strong>g the<br />

9/<strong>11</strong> Commission hear<strong>in</strong>gs. Dayton said that NORAD officials:<br />

[NORAD] lied to the American people, they lied to Congress <strong>and</strong> they lied to your<br />

9/<strong>11</strong> commission to create a false impression of competence, communication <strong>and</strong><br />

protection of the American people. And we can set up all the oversight possible at<br />

great additional cost to the American taxpayers <strong>and</strong> it won't be worth an Enron<br />

pension if the people responsible lie to us; if they take the records <strong>and</strong> doctor<br />

them <strong>in</strong>to falsehoods, <strong>and</strong> if they get away with it. For almost three years now<br />

NORAD officials <strong>and</strong> FAA officials have been able to hide their critical failures<br />

that left this country defenseless dur<strong>in</strong>g two of the worst hours <strong>in</strong> our history. 16<br />

He further told Kean <strong>and</strong> Hamilton that if the commission's report is correct,<br />

President Bush "should fire whoever at FAA, at NORAD ... betrayed their public<br />

trust by not tell<strong>in</strong>g us the truth." This lack of proper met<strong>in</strong>g of discipl<strong>in</strong>e, even<br />

with<strong>in</strong> the ranks of the military, utterly shocks the conscience. 17 To compare to<br />

other military accidents <strong>and</strong> demonstrate the shock<strong>in</strong>g <strong>and</strong> patently disparate<br />

lack of punishment, <strong>in</strong> January 2005, a U.S. Navy nuclear attack submar<strong>in</strong>e ran<br />

struck an unmapped mounta<strong>in</strong> <strong>and</strong> was severely damaged with several casualties<br />

<strong>and</strong> one fatality. 18 <strong>The</strong> skipper of that ship was relieved of comm<strong>and</strong>, received a<br />

nonjudicial punishment, such as a letter of reprim<strong>and</strong>, <strong>and</strong> will never comm<strong>and</strong> a<br />

submar<strong>in</strong>e aga<strong>in</strong>. His military career is over. 19<br />

In September of 2005, <strong>and</strong> contrary to Congressional recommendations, the CIA<br />

Director Porter Goss has also prevented discipl<strong>in</strong>ary action aga<strong>in</strong>st agents<br />

responsible for 9/<strong>11</strong> security failures, <strong>in</strong>clud<strong>in</strong>g aga<strong>in</strong>st his predecessor George<br />

Tenet. 20 Porter Goss, just before 9/<strong>11</strong>, was meet<strong>in</strong>g with Senator Bob Graham<br />

<strong>and</strong> also with 9/<strong>11</strong> lead hijacker Mohamed Atta’s $100,000 money man, Lt.<br />

General Mahmoud Ahmad. But that’s just a co<strong>in</strong>cidence, noth<strong>in</strong>g to worry about.<br />

In the Bush adm<strong>in</strong>istration, <strong>in</strong>competence is reward with Presidential Medal’s of<br />

Freedom, more emergency powers, more budget fund<strong>in</strong>g, <strong>and</strong> more opportunity<br />

to violate personal freedoms; <strong>in</strong> short, the Peter Pr<strong>in</strong>ciple 21 has been perfected<br />

<strong>and</strong> maximized.
