February 24, 1974 edition of the Congressional Record, No. 262E, Vol. <strong>11</strong>8. Despite Dr. Delgado's<br />
outl<strong>and</strong>ish statements before Congress, his work was f<strong>in</strong>anced by grants from the Office of Naval<br />
Research, the Air Force Aero-Medical Research Laboratory, <strong>and</strong> the Public Health Foundation of<br />
Boston. Dr. Delgado was a pioneer of the technology of Electrical Stimulation of the Bra<strong>in</strong> (ESB). <strong>The</strong><br />
New York Times ran an article on May 17, 1965 entitled “Matador with a Radio Stops Wild Bull.” <strong>The</strong><br />
story details Dr. Delgado's experiments at Yale University School of Medic<strong>in</strong>e <strong>and</strong> work <strong>in</strong> the field at<br />
Cordova, Spa<strong>in</strong>. <strong>The</strong> New York Times stated: "Afternoon sunlight poured over the high wooden<br />
barriers <strong>in</strong>to the r<strong>in</strong>g, as the brave bull bore down on the unarmed matador, a scientist who had never<br />
faced fight<strong>in</strong>g bull. But the charg<strong>in</strong>g animal's horn never reached the man beh<strong>in</strong>d the heavy red cape.<br />
Moments before that could happen, Dr. Delgado pressed a button on a small radio transmitter <strong>in</strong> his<br />
h<strong>and</strong> <strong>and</strong> the bull braked to a halt. <strong>The</strong>n he pressed another button on the transmitter, <strong>and</strong> the bull<br />
