last year by an advisory panel, under proposed relax<strong>in</strong>g of rules soon to be issued<br />
by the Environmental Protection Agency. 154<br />
<strong>The</strong> rules would omit some provisions urged by<br />
the National Academy of Sciences last year that<br />
would have imposed more str<strong>in</strong>gent limits on<br />
such studies. <strong>The</strong> agency would allow the<br />
exercise of loopholes to test pesticides on<br />
humans to determ<strong>in</strong>e at what level they<br />
become toxic. This could <strong>in</strong>clude tests on prisoners even though they might be<br />
vulnerable to coercion. Hidden deep with<strong>in</strong> the guidel<strong>in</strong>es were levels of<br />
exceptions to allow test<strong>in</strong>g on abused or neglected children without parental<br />
consent, “ethically deficient” human research if it is beneficial to “protect public<br />
health,” <strong>and</strong> if there is more than m<strong>in</strong>imal health risk to a subject if there is a<br />
“direct benefit to the child be<strong>in</strong>g tested <strong>and</strong> the parents agree. 155 How can any<br />
child benefit to direct exposure to pesticides? Senator Barbara Boxer from<br />
California claimed <strong>in</strong> protest to the abhorrent rules: “<strong>The</strong> EPA proposed rule on<br />
human test<strong>in</strong>g has several large loopholes that underm<strong>in</strong>e the very purpose of the<br />
rule. No wonder the pesticide companies are say<strong>in</strong>g such nice th<strong>in</strong>gs about it.” 156<br />
Coercive Experimentation on Mentally Retarded Children.<br />
In the 1950’s, the Atomic Energy Commission funded a 30 year study, a series of<br />
experiments where retarded children were fed porridge laced with radioactive<br />
milk at the Fernald school <strong>in</strong> <strong>Mass</strong>achusetts under the supervision of Harvard<br />
<strong>and</strong> MIT researchers. 157 Other less fortunate students at Fernald were selected<br />
for special “Science Clubs” <strong>and</strong> were given radioactive <strong>in</strong>jections of calcium <strong>and</strong><br />
iron to determ<strong>in</strong>e how it would affect metabolism. <strong>The</strong> letter of consent that was<br />
sent to the parents was extremely mislead<strong>in</strong>g <strong>and</strong> omitted crucial <strong>in</strong>formation<br />
about the experiments say<strong>in</strong>g that “the children would receive a special diet <strong>in</strong> an<br />
effort to study how the body absorbed cereals, iron <strong>and</strong> vitam<strong>in</strong>s." Radioactivity<br />
was never mentioned. 158 A task force later conducted by the <strong>Mass</strong>achusetts Task<br />
