his desperately under-provisioned troops from his w<strong>in</strong>ter encampment at Valley<br />
Forge. He lambasted <strong>and</strong> condemned the Cont<strong>in</strong>ental Congress for their thrifty<br />
<strong>and</strong> laissez-faire attitude towards fight<strong>in</strong>g the conflict. Was he a traitor? Was he<br />
anti-patriotic? Did he aggravate the already hungry <strong>and</strong> demoralized troops<br />
under his comm<strong>and</strong> by his exhortations <strong>and</strong> admonishments to the warmly<br />
housed <strong>and</strong> well-fed politician’s content to let others do the fight<strong>in</strong>g with little or<br />
no compensation <strong>and</strong> poor lack of provision? No, of course he did not.<br />
<strong>The</strong> Gulf of Tonk<strong>in</strong> <strong>and</strong> the Vietnam War.<br />
<strong>The</strong> Gulf of Tonk<strong>in</strong> Resolution was a product of<br />
another series of U.S. provocations <strong>and</strong><br />
deliberate deceptions. On August 2, 1964 U.S.<br />
naval forces were perform<strong>in</strong>g aggressive jo<strong>in</strong>t<br />
CIA <strong>and</strong> South Vietnamese surveillance <strong>and</strong><br />
covert hit-<strong>and</strong>-run guerilla military operations,<br />
(such as bomb<strong>in</strong>g radar <strong>in</strong>stallations <strong>and</strong> bridges aga<strong>in</strong>st North Vietnam under<br />
the auspices of Operation Plan 34A), when they were <strong>in</strong>tercepted <strong>and</strong> attacked by<br />
North Vietnamese patrol boats. <strong>The</strong> capta<strong>in</strong> of the destroyer/surveillance ship<br />
USS Maddox, John J. Herrick, <strong>in</strong>dicated that he believed his ship was an active<br />
participant <strong>in</strong> the covert 34A operations. 23 <strong>The</strong> response from North Vietnam on<br />
August 2nd was far from an unprovoked attack, nor unexpected for attacks that<br />
could be argued already were acts of war by the United States, <strong>and</strong> without the<br />
knowledge <strong>and</strong> consent of the Congress. Johnson also acknowledged the covert<br />
operations aga<strong>in</strong>st North Vietnam when he stated: “<strong>The</strong>re have been some covert<br />
operations <strong>in</strong> that (Tonk<strong>in</strong> Gulf) area that we have been carry<strong>in</strong>g on - blow<strong>in</strong>g up<br />
some bridges <strong>and</strong> th<strong>in</strong>gs of that k<strong>in</strong>d, roads <strong>and</strong> so forth. So I imag<strong>in</strong>e (the North<br />
Vietnamese) wanted to put a stop to it.” 24<br />
Additionally, further substantive <strong>and</strong> credible evidence exists that the “attacks” of<br />
August 4th on the Maddox were either faked, non-existent, or overexaggerated.<br />
