The U.S. Army field manual FM-3031B 12 details methods for conducting a terror
campaign in states that do not respond to possible “communist subversion.” The
P2OG agitation and provocateur teams are sent in to stir up the hornets nest,
create anger and violent reactions among local populations. They intentionally
provoke with acts of violence designed to encourage the terrorist/insurgent cells
into committing to a responding attack. Then, when the populations react, the
governments that sent the P2OG can point to them and label them terrorists and
