3. Tenderer should submit attested copy of schedule of rates & quantities
along with completion certificates in favour of complying eligibility condition
11(ii). Only certificates for work completed in all respect shall not be
considered for complying eligibility condition 11(ii) i.e. certificates for work
in progress shall not be considered for completion of single similar work of
required amount.
4. Joint Ventures are not permitted for the work below ` 5 crore.
12. Tenderer’s Credentials :-
Eligibility conditions are only the minimum eligibility criteria for consideration of
offer for evaluation and tendered should have sound credentials also, failing
which, offer may be rejected even after fulfilling the minimum eligibility criteria
given in Para 11. In support of their credentials, the tenderers should submit
following documents along with their tenders.
(a) List of Personnel Organization available on hand as proposed to be
inducted (own and hired to be given separately) for the subject
work,
(b) List of Plant & Machinery available on hand (own) and proposed to
be inducted (own and hired to be given separately) for the subject
work)
(c) List of works completed in the last three financial years giving
description of work, organization for whom executed, approximate
value of contract at the time of award, date of scheduled completion
of work. Date of actual start, actual completion and final value of
contract should also be given.
(d) List of works on hand indicating description of work, contract value,
and approximate value of balance work yet to be done and date
award.
Tenderers are supposed to submit attested copies of schedule of
works as well as completion certificates of works executed by them.

In case of items (c) & (d) above, supportive documents/certificates
from the organizations with whom they have worked/are working
should be enclosed.
Certificated from private individuals for whom such works are
executed/being executed will not be accepted
13. Contractors registered with DGS & D controller of stores, NSSI/SSI and having
permanent earnest money deposited with stores Department of the Railway are
not exempted from earnest money Deposit and payment of tender fees. Offers
with out both these items will be summarily rejected.
