responsive” guidelines are listed in Section III.<br />
Purpose and Suggested Use of This Document<br />
<strong>The</strong> process by which these guidelines were developed was intentionally designed to<br />
model an inclusive, strength-based process. <strong>The</strong>se guidelines were not developed “behind<br />
closed doors” but rather in a collaborative, provider-driven manner. In this sense, the<br />
guidelines are truly provider-owned and guided in every way by the existing expertise<br />
and eager questioning of the provider community.<br />
<strong>The</strong>se guidelines should be considered basic service delivery practices for girls’ service<br />
providers. <strong>The</strong>y are not designed to be clinically specific. <strong>The</strong>y are best understood as the<br />
initial phase of unifying female responsive practices across the Judicial and DCF <strong>Juvenile</strong><br />
<strong>Justice</strong> System. Later phases of development will be designed with intentional specificity.<br />
<strong>The</strong> guidelines are designed to:<br />
1. Educate providers and system personnel while also initiating important<br />
enhancements for girls at the program and system levels.<br />
2. Balance an ideal vision of programs and services for girls that is grounded in<br />
research and best practices while acknowledging the current parameters of our<br />
systems.<br />
3. Coexist with system-level principles and policies that will support program-level<br />
enhancements, not to resemble policies, protocols or training content.<br />
