40 <strong>The</strong> availability of a set amount of “flexible” funds would allow CSSD in consultation with the Local<br />

Implementation Team (LIT) to develop a plan for the service(s) most needed in their communities rather<br />

than the state funding a specific service that may not be as urgently needed.<br />

CSSD would consult with the LIT to recommend the type(s) of services to be purchased. (e.g. LIT in<br />

Hartford or New Haven may recommend a designated number of slots in the STEP program, another LIT<br />

may recommend slots in a mentoring program or the need for transportation services.)<br />
