COST PER PRISONER PLACE
DOJ Departmental Strategic Objectives (DSO) set
out the targets the department would deliver in
return for the resources it had been allocated. DSO
2, of the DOJ stated that the department would
provide a cost effective Prison Service, by ensuring
that the annual Cost Per Prisoner Place in Northern
Ireland falls to £67,600 by 2012-13. The target
is calculated by dividing Operating Expenditure
(excluding non-standard costs) by the average
total available places defined as Certified Normal
Accommodation.
The actual Cost per Prisoner Place in Northern
Ireland over 2012-13 was £66,494.This is below the
target of £67,600.

The operating expenditure relates to the resource
expenditure outturn with non-standard cost items
removed. These relate to the costs associated
with movements in respect of the VER Provision
(including unwinding of discount) for employees
leaving the service as part of the NIPS Exit Scheme,
pay costs and expenses, SEE Programme pay costs
and expenses, Injury Benefits Provision for payments
due to former employees, Impairments arising from
the revaluation of NIPS fixed assets and the grant
paid to the PST.
