To introduce a regime focused on reducing
reoffending and develop a suitable regime strategy
and measure effectiveness.
To publish an Employability Strategy during

To develop a revised offender management policy
and standards by 31 March 2014.
To have completed detailed baseline and benchmark
analysis to define NIPS requirements for inclusion in
a needs analysis options paper by 30 June 2013.
To develop a NIPS approach to implementation
of Prison Review Team recommendation 33 by 31
March 2014.
To award a contract for the provision of a Learning
and Skills service by 31 March 2014.
To launch the certificate of competence
accreditation process by December 2013.
Gain accreditation for training programme to
recognise professionalism.
Evaluation of the generic programme will take place
post course and second and third level evaluation
will assess to what extent the learning improved
core service delivery.
Deliver & evaluate a training programme to
introduce the new professional role for prison
officers.
