Procurement Process<br />

ECCTA intends to procure the highest quality service possible for the best value possible.<br />

Accordingly, the Proposal and <strong>Contra</strong>ct Award process contains eight periods:<br />

1. RFP publication period<br />

2. Technical and Price Proposal submission period<br />

3. Technical Review Committee screening period<br />

4. On site interview period<br />

5. Technical Review Committee preliminary evaluation period<br />

6. Best and Final Offer period<br />

7. Technical Review Committee recommendation period<br />

8. <strong>Contra</strong>ct award period<br />

Definition and terms of this eight-step process are described in this section.<br />

1. Request for Proposal Publication Period<br />

During this period, ECCTA staff publishes the notice and invitation to proposers. Notices<br />

inviting proposals will be:<br />

o mailed to all potential proposers on a list prepared by ECCTA’s Procurement<br />

Officer,<br />

o displayed at the ECCTA office,<br />

o displayed at other appropriate public places such as the ECCTA website,<br />

o published at least one time per week for two consecutive weeks in trade journals,<br />

a local newspaper and/or magazines.<br />

Pre-Proposal Conference<br />

An optional pre-proposal conference will be held at the ECCTA facility on May 2, 2013,<br />

at 10:00 am, local time. All proposers are encouraged to attend. During this meeting,<br />

potential proposers will have the opportunity to ask clarifying questions. Answers to<br />

questions asked during the pre-proposal conference will be published and sent as an<br />

addendum to all parties receiving the RFP.<br />

Requests for Clarification<br />

All questions not addressed during the pre-proposal conference pertaining to<br />

clarifications of the RFP or the selection process and all requests for conditions or<br />

exceptions must be submitted in writing at least ten working days prior to the proposal<br />

due date. Mail, Federal Express or other delivery services, or facsimile are the only<br />

accepted format and must be sent to:<br />
