Request for Proposal # 2013-002<br />
<strong>Eastern</strong> <strong>Contra</strong> <strong>Costa</strong> <strong>Transit</strong> <strong>Authority</strong> (ECCTA), also known as <strong>Tri</strong> <strong>Delta</strong> <strong>Transit</strong>, was formed<br />
in August of 1976 under the provisions of the California Joint Exercise of Powers Act,<br />
Government Code Sections 6500 et. seq. and represents the Cities of Brentwood, Antioch,<br />
Pittsburg, and Oakley as well as the unincorporated portions of eastern <strong>Contra</strong> <strong>Costa</strong> County.<br />
ECCTA is responsible for provision of the public transit fixed route and paratransit service<br />
within an approximate 225 square mile service area with a population of approximately 270,000.<br />
Funding Sources<br />
ECCTA receives grants for operating and capital purchases from the State Transportation<br />
Development Act (TDA), the Federal <strong>Transit</strong> <strong>Authority</strong> (FTA), State <strong>Transit</strong> Assistance (STA),<br />
and Regional Measure 2 (RM2) funds, and AB 664 funds.<br />
ECCTA also receives operating assistance from allocations of local transportation funds through<br />
sharing agreements with local agencies and local Measure J funds.<br />
Accounting Systems<br />
The financial activities of ECCTA are accounted for under the accrual basis of accounting. There<br />
are two modes within a single general ledger; Fixed Route and Paratransit. However, the fiscal<br />
year-end Single Audit Report reflects a consolidation of all operating modes.<br />
ECCTA is currently using Quickbooks Enterprise Addition for non profits accounting software.<br />
It includes General Ledger, Accounts Payables and Accounts Receivable. Payroll is outsourced<br />
to California Payroll Company.<br />
Release of Information<br />
The successful contractor and any unsuccessful proposer shall not release any reports,<br />
information, or promotional materials prepared in connection with a contract award without<br />
obtaining prior permission from ECCTA.<br />
Rendition of Services<br />
By submitting a proposal, the proposer agrees to undertake, carry out and complete all work<br />
established in a professional and timely manner satisfactory to ECCTA standards as described in<br />
this RFP.<br />
