are in compliance with applicable Federal, State, and local laws and regulations<br />
applicable to ECCTA<br />
Such compliance requirements include, but are not limited to, those promulgated<br />
by the:<br />
‣ Federal <strong>Transit</strong> Administration (FTA)<br />
‣ Federal Highway Administration (FHWA)<br />
‣ State <strong>Transit</strong> Assistance (STA)<br />
‣ Transportation Development Act (TDA)<br />
‣ Metropolitan Transportation Commission (MTC)<br />
‣ <strong>Contra</strong> <strong>Costa</strong> Transportation <strong>Authority</strong> (CCTA)<br />
‣ Other State/Federal agencies ECCTA has received money from<br />
3. The Auditor will examine ECCTA’s internal accounting controls and accounting<br />
procedures and render a written report of findings and recommendations that will be<br />
presented to the ECCTA Board of Directors at a regularly scheduled Board meeting. It<br />
is possible that the Auditor may be required to make the presentation.<br />
4. If the Auditor finds indications of defalcation or other circumstances requiring<br />
additional audit time beyond the scope of the examination which would be sufficient<br />
under ordinary circumstances, the Auditor will provide ECCTA with all readily<br />
ascertainable facts relative to such extraordinary circumstances together with an estimate<br />
for the additional cost of investigating same. Fees relating to such additional services<br />
are not contemplated as being within the scope of services to be performed under the<br />
Scope of Work and will be subject to approval by ECCTA.<br />
5. The Chief Financial Officer and /or the Chief Operating Officer will be responsible for<br />
coordinating the audit process internally. The Auditor will meet on a regular basis with<br />
ECCTA staff to discuss preliminary audit findings.<br />
6. Prior to issuing the final reports, the Auditor will meet with ECCTA staff.<br />
Period of the Audit<br />
The periods to be audited are:<br />
July1, 2012 – June 30, 2013<br />
July 1, 2013 – June 30, 2014<br />
July 1, 2014 – June 30, 2015<br />
July 1, 2015 – June 30, 2016<br />
July 1, 2016 – June 30, 2017<br />
The contract will include an option for an additional two 1-year extensions:<br />
July 1, 2017 – June 30, 2018<br />
July 1, 2018 – June 30, 2019<br />
