Proposal Prices<br />
The price(s) quoted on the price proposal form shall remain firm during the entire term of the<br />
contract. All blank spaces that call for a price must be completed with an amount that reflects all<br />
costs required to perform the specified work and services. This includes insurance, materials,<br />
equipment, overhead, profit, labor, and all other charges that may be incurred by proposer in<br />
rendering the service called for under this contract. The price shall also include all applicable<br />
federal, state, and local taxes.<br />
The proposal form represents ECCTA’s best estimate of its requirements for such services for a<br />
five year period. This estimate is based on past experience and is provided to give each proposer<br />
a reliable assessment of ECCTA’s requirements.<br />
Subcontracting and Delegation<br />
Subcontracting will not be permitted for any services nor delegating any duties to be performed<br />
by the contractor under this agreement without prior written approval from ECCTA’s CEO.<br />
Otherwise, the contractor will be required to perform, with its own organization, one hundred<br />
percent of the service that the contractor will provide under the contract.<br />
If subcontracting is approved in writing by ECCTA, the contractor shall be responsible for<br />
management, direction, design, integration, scheduling, control, review, and approval of all<br />
subcontracted work and services. Moreover, the contractor shall be responsible for assuring that<br />
all subcontracted work is in conformance with ECCTA’s policies, standards, and criteria.<br />
Required Parts of a Response to the Request for Proposals<br />
The proposer’s submission in response to the RFP must include a Technical Proposal and a Price<br />
Proposal that have been prepared and submitted as described in the contract documents. All<br />
required forms must be completely and accurately completed, signed, notarized (as required).<br />
Proposal forms are included in Section 8 of this RFP.<br />
Experience of Proposers<br />
It is the intention of ECCTA to award a contract, if at all, to the proposer who demonstrates<br />
attributes of trustworthiness, as well as quality, fitness, capacity and experience to enable it to<br />
prosecute the work successfully and properly.<br />
To determine the degree of responsibility to be credited to the proposer, ECCTA will weigh any<br />
evidence that the proposer has performed satisfactorily other contracts of like nature and<br />
magnitude, and comparable difficulty.<br />
