policymakers should focus <strong>the</strong>ir attention on help<strong>in</strong>g families susta<strong>in</strong> stable environments that predators cant<br />
permeate. Though all children are vulnerable to sexual exploitation, which seem<strong>in</strong>gly has reached epidemic<br />
proportions, poverty is a great risk factor for almost every destructive condition that might affect a child.<br />
A key to curb<strong>in</strong>g child abuse of all k<strong>in</strong>ds sexual abuse, physical abuse and emotional abuse is found <strong>in</strong><br />
<strong>in</strong>vest<strong>in</strong>g <strong>in</strong> families, beg<strong>in</strong>n<strong>in</strong>g at a childs birth. That means adequately fund<strong>in</strong>g early-childhood education<br />
<strong>in</strong>itiatives, where children can thrive <strong>in</strong> a safe environment. It means adequately fund<strong>in</strong>g Medicaid. It means<br />
<strong>in</strong>vest<strong>in</strong>g <strong>in</strong> programs that help mo<strong>the</strong>rs and fa<strong>the</strong>rs become better parents.<br />
Studies show that for every dollar spent on <strong>the</strong> treatment of child abuse <strong>in</strong> <strong>the</strong> United States, only a penny is<br />
spent on its prevention. If resources are not <strong>in</strong>vested <strong>in</strong> <strong>the</strong> prevention of child abuse <strong>in</strong> its various forms,<br />
significantly greater amounts of money will be needed to treat <strong>the</strong> consequences that arise later <strong>in</strong> life, <strong>in</strong>clud<strong>in</strong>g<br />
<strong>in</strong>terpersonal difficulties, substance abuse, teen pregnancy and del<strong>in</strong>quency.<br />
For all types of abuse, <strong>the</strong> goal of legislators should be to prevent it, not avenge it after <strong>the</strong> fact.<br />

Disturb<strong>in</strong>g Trend <strong>in</strong> <strong>Child</strong> Sex Abuse Offences<br />
Today <strong>the</strong> Department of Internal Affairs advised of <strong>the</strong> prosecution <strong>in</strong> Palmerston North of David Stuart Hartley<br />
found guilty possess<strong>in</strong>g over 4,500 of child pornography images on his computer. The images <strong>in</strong>cluded girls as<br />
young under two years old be<strong>in</strong>g sexually abused by men.<br />
Hartley was sentenced to 10 months for this offence. Under New Zealand law <strong>the</strong> produc<strong>in</strong>g and trad<strong>in</strong>g <strong>in</strong> child<br />
pornography was <strong>in</strong>creased <strong>in</strong> February 2005 from 12 months to 10 years imprisonment. In <strong>the</strong> case of Hartley <strong>the</strong><br />
offences occurred prior to <strong>the</strong> new law be<strong>in</strong>g enacted.<br />
Alan Bell, Director of ECPAT says The sentence of 10 months does not adequately reflect <strong>the</strong> seriousness of this<br />
offence. It is hoped that <strong>in</strong> future <strong>the</strong> sentenc<strong>in</strong>g will properly reflect <strong>the</strong> recent changes <strong>in</strong> <strong>the</strong> legislation. There is a<br />
strong l<strong>in</strong>kage between possession of child pornography and child offend<strong>in</strong>g. In <strong>the</strong> <strong>in</strong>terest of protect<strong>in</strong>g our<br />
children it is important that those break<strong>in</strong>g <strong>the</strong> law <strong>in</strong> regard to child pornography are dealt with strongly as a<br />
deterrent to o<strong>the</strong>rs.<br />
Bell cont<strong>in</strong>ues However perhaps <strong>the</strong> most disturb<strong>in</strong>g element is <strong>the</strong> evidence collected over a period of time that<br />
reveals <strong>the</strong> nature of child sex abuse cases are becom<strong>in</strong>g more tragic.<br />
In this case <strong>the</strong> fact that some of <strong>the</strong> images of girls be<strong>in</strong>g sexually abused by men were aged under two years.<br />
People need to understand <strong>the</strong>se images are of real children who have been abused and raped and had <strong>the</strong>ir<br />
<strong>in</strong>nocence ripped from <strong>the</strong>m. Their images are now available forever and can never be retrieved. This means that <strong>in</strong><br />
a sense every time <strong>the</strong>se images are viewed <strong>the</strong> child is once aga<strong>in</strong> violated<br />
