Chapman, and Pc Anthony Goodridge, an exhibits officer in the Soham inquiry.
At least 33 men have committed suicide rather than face the shame and public humiliation brought about by their
vile crimes.
There was outrage in February when a paedophile who built up Britain's biggest collection of child pornography
walked free from court because of a legal loophole.
Married father-of-five John Harrison, 55, amassed a library of more than a million sickening images, including
photographs of babies.
But the computer expert - caught after a worldwide police operation - escaped a maximum 10-year sentence and was
free within hours of being sentenced.
The Home Office raised the maximum term for such crimes from three to 10 years in January 2001, but Judge John
Burke QC, at Minshull Street Crown Court in Manchester, was powerless to use the tougher legislation because the
charges dated back to 1997.
Harrison was jailed for two-and-a-half years after he admitted conspiracy to distribute indecent images and making
and possessing pictures.
But because he had already served 16 months on remand, more than half his sentence, he was allowed to walk free.
In August 2003, a police sergeant who had one of the then largest collections of child pornography ever uncovered
in the UK was jailed for 15 months.
Anthony King, then 49, had an impeccable police record and received several commendations during his 26-year
career.
But London's Southwark Crown Court heard he had 25,000 pictures of children from all over the world in his
catalogued library obtained through the Internet.
Despite their successes, police claimed last November that internet paedophiles were escaping justice and children
were suffering horrifying sexual abuse because of a shortage of funding.
Police officers are also facing the new challenge of third generation or "3G" mobile phones which could allow
youngsters to access porn anywhere at any time.
The Association of Chief Police Officers and a coalition of leading charities have called on the Government to give
a huge cash injection to internet porn policing.
Boundary
They argued a lack of essential police equipment was allowing criminals to evade capture or be bailed for long
periods.
And investigations were often dropped because the internet crimes had not taken place within a police force's
boundary, they added.
The groups argued sentencing guidelines used for people possessing internet child porn were too crude and should
be reviewed.
They also called on computer manufacturers and retailers to pre-install internet safety software to protect children
from porn, and for banks to design payment cards which will automatically alert parents, for example, if services
such as gambling sites were being used by someone under 18.
