6. Monitoring<br />
6.a Main Indicators for Measuring <strong>the</strong> State of Conservation<br />
• Raising <strong>the</strong> level of protection: We have specified <strong>the</strong> status of archaeological or historic preservation<br />
protection for every individual site in this nomination (5.b). We have designated <strong>the</strong> level desired for<br />
effective protection, <strong>the</strong> status as a “protected archaeological site of regional significance”, which is<br />
not yet enjoyed by every individual site. How many decrees for protection are proclaimed during an<br />
examined period can be measured, as well as how many archaeological sites have had <strong>the</strong>ir degree of<br />
protection raised to this level.<br />
• Development: All of <strong>the</strong> individual sites have been placed in categories A, B or C (5.e) in accordance<br />
with <strong>the</strong>ir medium-term objectives as limes parks (A), sites able to be developed into limes parks (B)<br />
and sites for undisturbed preservation (C). It is possible to measure what has been realized for <strong>the</strong> sites<br />
according to <strong>the</strong>se objectives.<br />
• Scientific research: (Actual excavations, identification excavations, rescue excavations, field walks,<br />
aerial survey research, processing of earlier finds and professional literature) The database reports on <strong>the</strong><br />
state of excavation in connection with every individual site. In <strong>the</strong> case of limes parks (A) and sites to be<br />
developed into limes parks (B) <strong>the</strong> continuation of excavations is a fundamental requirement, which is<br />
set down in <strong>the</strong> Management Plan in charts according to categories. In <strong>the</strong> case of sites to be preserved<br />
undisturbed, <strong>the</strong> long-term maintenance of protection justifies increasing knowledge. The development<br />
of <strong>the</strong> state of excavation can be verified in an itemized manner.<br />
• The removal of threats: Averting <strong>the</strong> threats indicated in section 5.b can be verified in an itemized<br />
manner.<br />
• Performing highlighted tasks: In <strong>the</strong> case of individual sites, <strong>the</strong> most important tasks have been<br />
indicated in section 5.e. The completion of <strong>the</strong>se can be verified in an itemized manner.<br />
6.b Administrative Arrangements for Monitoring Property<br />
The Government of Hungary will prepare a report on <strong>the</strong> state of <strong>the</strong> World Heritage site every 6 years,<br />
as stipulated by UNESCO.<br />
The scope of duties for <strong>the</strong> minister responsible for cultural heritage include appraising and continuously<br />
monitoring <strong>the</strong> state of <strong>the</strong> World Heritage site, as well as performing <strong>the</strong> necessary measures for <strong>the</strong><br />
preservation, maintenance and presentation of its outstanding universal value. The minister will provide<br />
an annual report to <strong>the</strong> Government and every four years will report to <strong>the</strong> Parliament on <strong>the</strong> state of <strong>the</strong><br />
World Heritage sites and <strong>the</strong> administration of <strong>the</strong> duties arising from <strong>the</strong> Convention.<br />
The operational portion of monitoring will be performed by <strong>the</strong> Supervisory and Operational Offices of <strong>the</strong><br />
RPH Management and Development Trust established by <strong>the</strong> minister. These will constantly monitor<br />
<strong>the</strong> state of <strong>the</strong> individual sites, and if <strong>the</strong> obligation for good maintenance is not observed or if <strong>the</strong>re is a<br />
