Frontiers of <strong>the</strong> Roman Empire – Ripa Pannonica in Hungary (RPH) Nomination statement<br />

Due to <strong>the</strong> location of <strong>the</strong> Ripa along <strong>the</strong> banks of <strong>the</strong> <strong>Danube</strong>, many individual sites are areas liable to<br />

water erosion, and <strong>the</strong> law contains a special zoning provision in relation to this:<br />

Chapter VI, section 26. Towns within <strong>the</strong> zone for areas liable to water erosion must stipulate a type<br />

of land use for endangered areas in <strong>the</strong> town structural plan and designate stipulations for a building<br />

regulation zone in <strong>the</strong> local building regulations that reduces <strong>the</strong> extent of water erosion.<br />

The National Regional Development Plan highlights <strong>the</strong> bicycle routes running along <strong>the</strong> upper and<br />

middle sections of <strong>the</strong> Ripa from amongst <strong>the</strong> elements of <strong>the</strong> National Bicycle Route Main Network<br />

(appendix 1/6):<br />

1. Upper <strong>Danube</strong> Valley Bicycle Route (Euro Velo® 6):<br />

- 1.A: (Slovakia and Austria) - Rajka - Bezenye - Mosonmagyaróvár - Halászi - Darnózseli - Hédervár -<br />

Ásványráró - Dunaszeg - Győrladamér - Győrzámoly -Győrújfalu - Győr - Vének - Gönyű - Komárom<br />

- Almásfüzitő - Dunaalmás - Neszmély - Süttő - Lábatlan - Nyergesújfalu - Tát - Esztergom -<br />

Pilismarót - Dömös - Visegrád - Dunabogdány - Tahitótfalu - Leányfalu - Szentendre - Budapest<br />

- 1.B: Komárom - (Slovakia)<br />

- 1.C: Pilismarót - Szob - Nagymaros - Verőce - Vác - Göd - Dunakeszi (from Dunakeszi to Budapest it is<br />

under construction).<br />

Chapter VII, section 29, The review of <strong>the</strong> National Regional Development Plan occurs at least every 5 years.<br />

Section 30 (1) The provisions of this law must be applied:<br />

a) during <strong>the</strong> course of <strong>the</strong> preparation and adoption of <strong>the</strong> county development plans,<br />

b) during <strong>the</strong> course of <strong>the</strong> preparation and ratification of <strong>the</strong> town development plan and local building<br />

regulations.<br />

(2) In <strong>the</strong> public administration matters begun following <strong>the</strong> enactment of this paragraph, in relation to<br />

<strong>the</strong> national technical infrastructure networks and individual structures recorded in appendix number<br />

1/1-11 <strong>the</strong> provisions of this law must be applied.<br />

(3) The county development plans must be brought into compliance with this law by December 31 st 2011.<br />

(4) The county governments that do not yet have a county development plan must prepare a county<br />

development plan by December 31 st 2011.<br />

b/ County Development Plans:<br />

The years of ratification for <strong>the</strong> county development plans in force at <strong>the</strong> present moment that concern<br />

<strong>the</strong> area of <strong>the</strong> Ripa:<br />

Bács-Kiskun County, 2006; Baranya County, 2005; Fejér County, 2009; Győr-Sopron-Moson County,<br />

2005; Komárom-Esztergom County, 2005; Pest County, 2006; Tolna County, 2005.<br />

c/ Town Development Plans:<br />

It is important to note that <strong>the</strong> county development plans cannot contain provisions that are binding for<br />

<strong>the</strong> town development plans, at most <strong>the</strong>y can have recommendations. For town development planning <strong>the</strong><br />

National Regional Development Plan is directly legally binding. (Law XXVI of 2003, section 4 (1) – see above)<br />
