172 History of the <strong>International</strong> <strong>Rice</strong> Research InstituteFINANCESTo accommodate the additional staff members and to f<strong>in</strong>ance the expandedexperimental program and the new construction projects, <strong>IRRI</strong>'s budget hashad to be <strong>in</strong>creased substantially. Furthermore, s<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g of the oilcrisis <strong>in</strong> 1973, <strong>in</strong>flation alone would have raised significantly the cost ofoperat<strong>in</strong>g the Institute. Rather than trace, here, the <strong>in</strong>creases over the years,comparisons are made between the budgets of 1972 and 1980 only.<strong>IRRI</strong>'s total budget <strong>in</strong> 1972 amounted to $4,358,123, of which somewhat lessthan $3 million was spent for core and capital costs, the rema<strong>in</strong>der be<strong>in</strong>g usedfor special projects and outreach programs. There were eight pr<strong>in</strong>cipal donorsthat year. In order of the size of contribution, they were USAID, the FordFoundation, the Rockefeller Foundation, the United K<strong>in</strong>gdom, the <strong>International</strong>Development Research Centre (IDRC), Japan, the Netherlands, and theU.S. National Institutes of Health (NIH).In marked contrast to <strong>IRRI</strong>'s <strong>in</strong>come <strong>in</strong> 1972, the budget by 1980 had morethan quadrupled, total<strong>in</strong>g $19,263,203. Of this amount, more than $13 millionwas spent for restricted and unrestricted core budget, the rema<strong>in</strong><strong>in</strong>g $6 millionbe<strong>in</strong>g used for special projects and outreach programs.The number of major (giv<strong>in</strong>g more than $100,000) donors <strong>in</strong> 1980 was 20. Itis <strong>in</strong>terest<strong>in</strong>g that, with the exception of the Netherlands, the 1980 list <strong>in</strong>cludedthe same donors as <strong>in</strong> 1972 (see table).
