The problems associated with rice production, management,distribution, and utilization are of such importance and dimensions that it would beimpractical to consider the establishment of such an organization unless it werecontemplated that it would operate over a long period of time. Experience emphasizesthat basic research institutions dedicated to work on important human problemsusually become more valuable as they acquire the experience and the excellence whichcome with sustained and systematic effort. If, at some future date, it is mutually agreedthat it would be desirable to terminate THE INSTITUTE as an autonomous enterprise,the land, buildings, equipment, funds, and other assets belonging to THE INSTITUTEwill become the exclusive property of the College of Agriculture of the University of thePhilippines.
200 History of the International Rice Research InstituteAppendix 4ARTICLES OF INCORPORATIONOFTHE INTERNATIONAL RICE RESEARCH INSTITUTEKNOW ALL MEN BY THESE PRESENTS:That we, all of legal age, and a majority of whom are citizens and residents of the Philippines,have this day voluntarily associated ourselves for the purpose of organizinga nonstock, philanthropic and nonprofit corporation under the laws of the Republic ofthe Philippines.AND WE HEREBY CERTIFY:First: - That the name of the said corporation shall be The International Rice ResearchInstitute (IRRI);Second: - That the purpose of the corporation is to establish, maintain, and operatean international rice research institute designed to pursue any and/or all of thefollowing objectives:1. To conduct basic research on the rice plant, on all phases of rice production,management, distribution, and utilization with a view of attaining nutritive andeconomic advantage or benefit for the people of Asia and other major ricegrowingareas through improvement in quality and quantity of rice;2. To publish and disseminate research findings and recommendations of theInstitute;3. To distribute improved plant materials to regional and international researchcenters where they might be of significant value or use in breeding or improvementprograms;4. To develop and educate promising young scientists, primarily from South andSoutheast Asia, along lines connected with or relating to rice production, distribution,and utilization, through a resident training program under the guidanceof well-trained and distinguished scientists;5. To establish, maintain, and operate an information center and library which willprovide, among others, for interested scientists and scholars everywhere acollection of the world’s literature on rice;6. To organize or hold periodic conferences, forums, and seminars, whether international,regional, local, or otherwise for the purpose of discussing currentproblems.And in furtherance of the aforesaid purpose, the corporation shall have the followingincidental powers:1.
