212 History of the International Rice Research Institutefor the Institute. Mr. Ralph Walker, an eminent architect on the firm of Voorhees,Walker, Smith, Smith and Haines, has been retained as a consultant. Preliminary siteplans and building sketches have been received, the first member of the Institute’s staffhas been hired by the Rockefeller Foundation, and the Institute is shortly to beincorporated.Nature of ProposalIt is now proposed that the Trustees make a grant of $6.9 million to the InternationalRice Research Institute for the purpose of financing the capital costs of establishing theInstitute. As previously stated, the purposes, organization, and proposed financing ofthe Institute remain substantially as described in the docket for the June 1959 meetingof the Trustees. Upon incorporation, the Institute is to be operated by a board of trusteescomposed of representatives of the Rockefeller Foundation, the Ford Foundation, theGovernment of the Philippines, the University of the Philippines, and eminent scientistswith special qualifications in rice culture from some of the major rice-producingcountries.DiscussionThe fact that many areas of the world are deficient in the production of basic foodsessential to the nutrition of local populations is of growing public concern. Amongthose plant products which provide the bulk of the world’s food, rice is pre-eminent;it serves as the principal daily food for more individuals than does any other food crop.Unfortunately, however, the annual supply of rice falls far short of needs in many riceconsumingcountries, and the situation is becoming increasingly serious with progressivepopulation increases. In many of these countries, rice varieties are unimproved andcultivators make little use of modern techniques of production, with the result thatyields are far below production potentials.The International Rice Research Institute would concentrate on basic research on therice plant and on applied research on all phases of rice production management,distribution, and utilization. It would launch a coordinated effort to close the presentgap between the amount of rice produced and the amount needed for an adequate dietfor the 1.4 billion people who now depend more heavily on rice than on any other food.Because of the relative isolation of Los Baños (the College of Agriculture of theUniversity of the Philippines being the only other facility in the area), it is necessary toprovide housing for the staff and trainees and to supplement modestly the recreationalfacilities which are available at the College of Agriculture. It is proposed that houses beprovided for twenty-three professional staff members and that a dormitory be built toaccommodate thirty trainees.A capital expense budget based on estimated costs is given in Attachment A.Estimates for equipment are based on carefully prepared shopping lists at currentprices. Construction costs were estimated on the basis of preliminary plans and currentcosts per square foot. While these estimates have been carefully prepared, it isemphasized that because of price changes or other factors, they may prove to be too lowin some budget categories and too high in others. For this reason it is proposed that theInstitute be free to make transfers between the categories shown in the attached budget.Furthermore, because construction costs in particular are preliminary and approximate,a contingency reserve of approximately 15 per cent has been provided. However,the terms of the grant would specify that only as much as necessary of the $6.9 millionwould be expended and that any balance would be returned to the Foundation.
