<strong>An</strong> <strong>in</strong>ternational <strong>in</strong>stitute for rice research 31My report at the annual meet<strong>in</strong>g of the <strong>IRRI</strong> Board of Trustees on 5 February1962 <strong>in</strong>cluded the follow<strong>in</strong>g description of the quality of the specifications forthe build<strong>in</strong>gs:“The new materials used have been chosen for durability and lowma<strong>in</strong>tenance costs. The exterior surfaces of the research center build<strong>in</strong>gs,for <strong>in</strong>stance, require no pa<strong>in</strong>t<strong>in</strong>g. Floors are covered with vitrified,unglazed tiles noted for their wear<strong>in</strong>g quality. All wood is termiteproofed(Wolmanized). The alum<strong>in</strong>um frames and mullions are anodizedto prevent surface oxidation. The extra cost of such features asthese should prove an economy <strong>in</strong> the long run.The staff houses were designed for efficient and convenient liv<strong>in</strong>gand, above all, for permanence. Though the houses will require pa<strong>in</strong>t<strong>in</strong>g,the quality of the construction is as high as that of the Institute’s <strong>science</strong>build<strong>in</strong>gs.”Although at the time that statement was made the build<strong>in</strong>gs were new, <strong>in</strong>general the materials selected proved to have the last<strong>in</strong>g qualities desired.After some time, however, there was evidence that further reductions <strong>in</strong>ma<strong>in</strong>tenance costs might have been made. For example, rustproof pipes (thatis, if <strong>in</strong>deed they were known at the time) for the water system, particularly <strong>in</strong>the humid tropics, would have saved money and labor, for with<strong>in</strong> 5 years someof the underground pipes <strong>in</strong> the hous<strong>in</strong>g area had to be replaced. Similarly, therepa<strong>in</strong>t<strong>in</strong>g of house exteriors was a major cont<strong>in</strong>u<strong>in</strong>g expense that could havebeen avoided. Profit<strong>in</strong>g from that experience, I suggested, when I helpeddesign the Asian Vegetable Research and Development Center <strong>in</strong> Taiwan <strong>in</strong>1972, that all exterior walls be constructed of re<strong>in</strong>forced concrete and brick(which was then covered with glazed tile), requir<strong>in</strong>g no ma<strong>in</strong>tenance whatsoever.On the other hand, the design of the <strong>IRRI</strong> structures proved last<strong>in</strong>glysuitable and advantageous. In the research center, the adm<strong>in</strong>istration andlaboratory build<strong>in</strong>gs provided useful flexibility <strong>in</strong> the arrangement, and laterrearrangement of the rooms (whose uses and sizes changed considerably evendur<strong>in</strong>g the early years). Be<strong>in</strong>g <strong>in</strong>dependent of the roof, which rested on a seriesof re<strong>in</strong>forced concrete columns, the <strong>in</strong>terior walls were non-support<strong>in</strong>g andcould be changed <strong>in</strong> position as needed. The service build<strong>in</strong>g offered similarflexibility with<strong>in</strong> its structural steel framework. (As a matter of record of theorig<strong>in</strong>al use, as at early 1962, of the <strong>in</strong>terior space of the build<strong>in</strong>gs mostmodified <strong>in</strong> that respect, the floor plans of the adm<strong>in</strong>istration, laboratory, andservice build<strong>in</strong>gs are shown <strong>in</strong> Appendix 9.)Construction of the physical plantThe staff hous<strong>in</strong>g and the research center construction projects were handlednot only by different architects but by different contractors and subcontractors.Therefore, they are discussed separately here.The staff hous<strong>in</strong>g area. Obviously, the first operation after mak<strong>in</strong>g thetopographic survey and map was to develop the site and build the roads.
