190 History of the <strong>International</strong> <strong>Rice</strong> Research InstitutePresumably, the <strong>in</strong>itial staff leadership might have to come from the West, but at anearly stage, Eastern associates could be located and appo<strong>in</strong>ted on the basis of demonstratedcompetence. This would result <strong>in</strong> the prompt formation of an <strong>in</strong>ternational teamwork<strong>in</strong>g together <strong>in</strong> a program of at least hemispheric importance.A very prelim<strong>in</strong>ary estimate of the physical and f<strong>in</strong>ancial requirements of such aprogram are as follows:Build<strong>in</strong>gs1) One adm<strong>in</strong>istration and office build<strong>in</strong>g,2) One research center with appropriate <strong>in</strong>stallations,3) One guest house with kitchen and d<strong>in</strong><strong>in</strong>g facilities,4) One staff apartment build<strong>in</strong>g,5) Six to eight staff houses,6) Build<strong>in</strong>g reserve fundTotal capital cost for construction (estimated) $2,000,000-2,500,000EquipmentThe equipment item would <strong>in</strong>clude:1) Office and laboratory equipment <strong>in</strong>clud<strong>in</strong>g special research <strong>in</strong>stallations,2) Vehicles, mach<strong>in</strong>ery, shop equipment,3) Library equipment, <strong>books</strong>, and periodicals,4) Furnish<strong>in</strong>gs for liv<strong>in</strong>g quarters,Total costs for equipment (estimated) $1,000,000-1,250,000Land requirementsA m<strong>in</strong>imum of 400 acres of land appropriately located and capable of be<strong>in</strong>gdeveloped <strong>in</strong>to a first class research area with appropriate <strong>in</strong>stallations. It is believedthat this facility could be provided by the host country.StaffInitially, a staff of three to four specialists should be appo<strong>in</strong>ted to supervise theestablishment, construction, and organization of the research <strong>in</strong>stitute and <strong>in</strong>itiateresearch projects.
